CAUCUS OF THE A REPUBLICANS OVER THE SPOILS, ‘The Prominent Candidates for the Sabordk mate Offices of the House, &e. &e., &o. Our Special Washington Despatch. Wasmaron, Feb. 2, 1860. {TRE REPUBLICAN CAUCUS—THM DIVIBION OF THR SPOS, The republican caucus to-day was prosided over by €libu B. Washburne, of Tiinois. No nominations were mado, but candidates for Clerk, Sergeant-at Arms and Doorkceper were discussed, and a general undorstanding , ‘as in the case of Speaker, was had, that the vote of the party should be cast in the House for Forney for Cleric, ‘and Mr. Hoffman, South American, of Maryland, member of the Thirty-fourth Congress, for Sergeant at-Arms. No conclusion was reached concerning Doorkeeper. Five candidates were presented, namely, Goodnow and Darling, of New York, Doorkcoper and Firet Assistant of ‘the House during the Thirty-fourth Congress; Fletcher, of ‘Washington; Coffin, of Tlincis; and Marston, recently a discharged democratic clerk from the Treasury Depart- ment, of Now Hampshire. The subjecis of Postmaster and Printer were postponed for a future consideration. It was discovered that a ‘Western candidate fora share of tho printing had the ‘brand of Weed, Wendell and Matteson upon him, and as Boon as tho discovery was made the programme was Changed. ‘The caucus disevesed the policy of the election of Mr. Forney, and but one member, a Pennsylvanian, opposed him. Mr. Adams, of Massachusetts, and other Western ‘and New England republicans of Mr. Adams’ stripe, who, it was supposed would oppose Forney on account ofa fear gba: he would! go with Douglas to Charleston, advocated Mr. Forney’s claims. ‘The caccus, with the exception mentioned, which it is Baic will mot sbow itself in the House, was exceedingly barmovious, and it is believed will result in the olection of Mr. Forney to morrow without any serious opposition. ‘The nomination of Mr, Hoffman, who is a South American from a slave State, for the important office of Sergeant-at- Arms, will have the tendency to unite the republicans, South Americans and anti-Leeompton democrats upon both candidates, as well as upon the candidates for the ~other cilices, who will undoubtedly be republicans. Mr. Iccas, of Miinois, is the most prominent candidate for Postmaster. The contest for Doorkeeper bids fair to be a sharp one, Tho candidates aro coupling their strength, and in that way expect to win. Goodnow and Fletcher bad the best show in the caucus to-day. Tho printing is misty. New England seems to be fairly €ntitled to a share of it, and will gat it if tho treachery of ‘Massachusetts republicans, not members of the Héuse, don’t prevent it. Governor Hicks, of Maryland, despatched his Secretary of Btate to this city to-day, to pay the congratulations of his ixeellency to Governor Pennington upon his election to the yffice Of the Speakership. OUR DIFFICULTY WITH PERU. The President bas been closeted to-day with the Secro_ tary and Assistant Secretary of State, conferring in regurd to the course to be pursued for the adjustment of the pending difficulties with Peru. The recent peremptory refueal of the Peruvian government to settle the claims of our citizens, and the insulting manner in which this refusal was conveyed, may necessitate a naval expedition thither, It is rumored that the seizure of the Lobos Islands has been thought of as @ measure of securiiy and imdempification. Such a course persisted in in all simiiar cases would bring those South American republics to their senses, and the President is fully alive to the umportance of such action. THE NEW FRENCH MINISTER. Intelligence has been received that the new French Minister will not arrive until the begianing of May.
