FINANCI iL AND COMMERCIAL. Tuvrspay, Jan. 26—6 P. M. ‘There was a better feeling in Wall street to-day, and more activity in business. The news from Albany is not favorable to the passage of the toll- ing and pro rata bills; public indignation seems to be aronsed to an unexpected pitch at this impu- dent attempt of a few canal forwarders, millers and hungry politicians to drive the trade of New York into Penosylvania and Canada. From Wash- ington, too, the advices received by leading baak- ers favor the prospect of an early organization, with Mr. Sherman as Speaker. Hence a more general willingness in the street to-day to lend mo- ney and to buy stocks. At six per cent iin is very easy. We hear of some call loans at 5 a 5}, though six is still the vate asked everywhere when parties come to bor- row. The rates for first class paper range from 7 to 9 per cent; we hear, however, of a very choice Hine of paper, with thirty days to run, which was done to-day at 6} per cent. If the House organizes, short paper, of prime grades, will not sell above 6 per cent. There is not mach doing in foreign bills. Francs are ashade firmer; Southern bills sold to-day at 5.21j. The leading banking houses are asking 109 for sterling; we donbt, however, if any business beyond mere retail sales has been done above 108} a}. Commercial bills are quoted at 108}. Sight exchange on New York sells at Chicago mt three per cent premium for currency, and par for gold. In other words, the Chicago bankers are resisting the redemption of their notes with sach obstinacy that they have fallen to three per cent discount. The bank which was lately condemned to redeem fairly and squarely, and not to consume awhole day in paying a man a thousand dollars, has appealed from the decision to the Court of Ap- peals; the Chicago merchanta now hope that they ‘will be able to wind up some of those banks which have done so much mischief. The business in New York Central today was ‘large; several thousand shares changed hands at a@nadvance. The price at the opening was 73, in the middle of the day 73}, and at the close 733, against 72] at the close yesterday. Several shorts elosed up their contracts today. Among the Western shares, Rock Island was the strongest. It pened at 63}, an advance of { from the closing price yesterday, and closed 63} bid. Tbe President and Superintendent are now in town; they speak encouragingly of the prospect for passenger basi ness in the spring; the freight business is the largest ever done upon the road at this season since it was opened. The earnings of the third week ia Janu- ary were $19,322, against $13,316 same week last year; increase $6,000 43 per cent. Galena was done at 59}, dividend off—lower than the stock ever sold before. The proceedings of Congress ‘ot Washington, and of the State Legislature at albany, are stréfigth- ening the ranks of that party of independent thinkers whe regard all legislatures as evils to be @: plored, and politicians as nuisances tobe abated. Tis diffien!t to eay whether the inaction of Con- gress or the action of the State Legislature be moet hurtful to the pablic interests or most de- serving of universel censure. On the one hand, members of Congress, by postponing the organi- zation of that body for political party purposes, are unsettling confidence throughout the country, checking the progress of enterprise and com- merce, disturbing the money market, cheat ing the creditors of the government of & large per centage on a debt fairly due to them, embittering sectional strife in both divisions of the country, creating distrust in the minds of foreign capitalists, and delaying uojustifia- bly the passage of measures which the public wel- fare imperatively requires. On the other band, the members of the State Legislature at Albany. under the control of the most profligate, corrupt and un- principled politicians ever known in thia State, are devoting their energies to the destruction of those great works of public improvement which have made the State what it is, to the wholesale plun- der of our railway and canal systems by a series of measures 80 outrageous, so reckless, and so bare- faced, that the most despotic government in Barope would shrink from assuming the responsibility of their anthorship. Between the two, as we sald, it is difficult to say which is doing the most mischief, or which could be best spared from thia subtuuary sphere. There is, however, @ difference between them. There must come a time, of course, when the pres- sure of the government creditora will compel an organization of Congress under some Speaker or other; there are limits to the patience even of s0 forbearing and law-abiding a people as ours. And, in this view, one can look more hopefally to Wasb- ington than to Albany. For at Albany there is very little hope that the hungry politicians who have obtained seats in the Legisleture will relax the prey on which they have fastened their clutch- es. Their power may be conjectured from the fact that they succeeded in compelling Edwin D. Mor- gan, 9 New York merchant, to recommend in his mesesge that the deficiency in the State revennes be made up by taxing the onlg interest which sn enlightened public policy would Jeave untaxed—traffic. Their mode- ration is sufficiently revealed fm the Pro Rata Freight bill, which, if it begomes @ law, will proba- bly break down the whole railway interest of the Btate of New York. Under this law, no railroad would be allowed to charge more in proportion for carrying freight ten miles than for carrying it five hundred; roads would be bound to carry all their freight at the same rate of speed, so that the pack- age of morning Haraips, which is now carried aa freight on the express passenger trains, would have to wait and travel forward in trains loaded with heavy groceries ; and the highest charge per ton for first class treight could not be over double the charge for the last class, so that a rail- way company would only get for carryiog a pack- age of Geneva watches or a case of Bohemian glass ware twice as much as it would get for the same weight of pork or corn. It seems almoat ia- credible that the leading State of the Univn shou'd be in the hands of a party openly committed to such a policy as this Such, however, is the case; and until the just indignation of the people arises and overwhelms the party which, under gnise of hostility to Southern interests, has obtained power enough to work this terrible injury to the interests of our own State, there will be no safety for pro perty, vested rights, or established contracts in the State of New York. Wrovestay, Jan. 25, 1800. BEEF CATTLE. ‘With a smal! supply on sate at the various yards, the demand was moch more active, and holders were enabled to obtain an advance of ba'f to three-quarters of a cout per pound over the prices current a week ago. The receipts at al) the yards wero only 2,407 head, showing a decrease of 746 bead, and many of the brokers determined to seize the opportunity to force an advance of one centa pound, which eventually fell through, owing {to the indifference of dutchers, most of whom had a foll week's supply on hand, and who, therefore, were uz willing to pay more than 10¢. 100 for the best cate, at which price they foally succredes ip obtainng a full Fopply keg the day alto- gether, the market wee more favorable for drovers than n bae deen for a long time.
