From the inception of the government of the Republic of Texas, m provision was con- tained im the ccastitution providing for sec- tionizing the public domsin; and, if such a po.icy had been carried out, it woall have prevented a ‘vast amount of litigation which bas since that time occur red. If the Legis ature of the Spades at avy time ‘adopt such # raeacure, it would have a tendency to dispel a thousand anxieties which the settler now entertains, be- cause when he would then settle upon a tract of land, he would koow his mets and bounds, and that he could re poze agsuredly in the guarantees which tho State afforded him for the occupancy of his homestead. Tn an inaugural it is not expected that subjects which would be more inappropriate in a general message to the Legislature, which | contemplate making, shonid be em. braced; yet there are subjecte which domand of me at tention. The subject of our fronticr defences is of abgorb- ing interest. Where it is possible for the government to ‘ive protection to its citizens, it is a duty which cannot be Scpaees ‘The extent of our frontier, stretching as it dues from the Red river to El Paso, on the Rio Grande, and from thence to ihe mouth of that river, comprises a distance but littl: short of two thousand miles. Oue half that distaace is exposed to Indian depredations, and the » other bord: ing pon Mexico, which is in a siate of aa- areby. wredations by the Indians are so frequent that to bear of Dee has almost ceased to excite sympathy and attention in the interior of our State. We have a right to look to the federal ie for that pro. tection which, as a part of the confederacy, we aro entitled to. The federal government has stationed troopa on our frontier, but they are tufantry, and not calculated for that effecuve warfarc which should be carried ou agamnet Indians. When depredations are committed by Yndians, they escape, and the infantry cannot overtake teem. How happy would have been the result if the attention of statesmen, North and South, been as much directed towards promoting harmony between the States, and cementing those fraternal bons, which can alone hold us together as a people, ax toward promoting the strife of sections and the antagonisms which: are fast dividing us. Half the care, half the thought which bas been spent in the endeavor to meet sectional- ism by sectionalism, bitterness by bitterness, and aboli- Uonism by disunion, would have made this people to-day a happy, united and hopeful nation.
