OUR VALPARAISO COKRESPONDENCE, Vauraraiso, Nov. 1, 1859. Destructive Fire wn Valparaiso—A General Tranquillity— Cungress Adjourned—Irade Improved and Good Crops— Freghts Likely to Go Down—Losses of Property by the Copiapo Earthquake—Rdurn of Foreign Oficials and Financiers—An American Money Claim Seitled—Market Repurts, &e. Ou the night of the 31st of October a fire occurred in this place, destroying a great deal of valuable property. It origicated in the hat store of Messrs. Besson & Brothers, situated in Planchada street. A strong wind was blowing at the time, and before the flames could be subdued, a large number of stores and dwelling houses were de- stroyed, Public tranquillity has been restored throughout Chile, ‘and all apprebension of another outbreak has disappeared. Congrees has adjourned, but there is some talk of an extra session being called to consider certain measures which it is understood the Executive intends proposing Among the projects of law which failed w pass Con- gress was the one holding the revolutionists and their ac. complices liable for ail pecuniary losses sustained by their acta. ‘The peaceful aspect of affairs has not only given an im. petus to business in Valparaiso, but throughout Chile, particularly in the mining districts. The agricultural ais- tricts are also in a thriving condition. ‘The crops promise a large yield. Some forty vessels are expected to arrive at Valparaiso, which, itis believed, will reduce the rates of freight, which have ruled nigh of late, ‘The loss by the late earthquake at Copiapo is estimated ‘at one million and a half of dollars. General Don José Francisco Gana, Chilean Minister to Signor Don Silvester Ochagaria, negotiator of the Shiteca loan in London, and Don Viceute Perez Rosales, Chilean Consul General at Hamburg, and agent of the German emigration to Chile, bave recently retusned to ‘Valparaiso. Trade in Valparaiso, after a long depression, is looking up. Mr. Bigier, the American Minister, is engaged in press ing upon the government of Chile a Settlement of the Hong. pending claims of citizens of the United States. He has just succeeded in getting a settlement of the claim arising out of the seizure of the American ship Franklin, of some thirty years standing. The amount origiualiy claimed by the own re was forty thousand dollars; bat a compromise having been eifected—the owners of the vessel agreeing thereto—the sum of $20,000 has been awarded aud paid over. Captain James McGuire, bearer of despatches from the United Stutes Legation in Chile to Washington, takes home the amount of the award in bills of exchange. He» fails to-day in the English steamer. ‘There is a great scarcity of American fabrics in the market, particularly cotton stuffs; 800 bales ot brown shirting sold at Sc. to arrive; also 100 bales of bagging at 1ic., and 70 to 80 boxes of dimitry at 12igc. Taere is no demand for Carola rice. Bar copper is very scarce; 500 quintals only have changed hands since the departure ofthe last steamer. The price wus $19 50 cash. There is no change to note in the price of copper ores. Tae flour market is quite active; 3,500 quintals Southera brands soki at $3 €8 a $3 $1 per quintal on six moaths time. ‘Santiago orands sold as high as $4 per quiutal. No orders bave been received at Valparaiso from Australia for flour. ‘The sales lately made are principally for the coast and home consumption. PERU. DREAD OF INVASION OF THE COUNTRY FROM BOLI- VIA—PREPARATIONS FOR 4 RESISTANCE. A good deal of uncasiness is felt in Lima and Ca'lao on account of the threatened invasion of the country, in the absence of President Castilla with nearly all the available military force of the republic. For several days before the sailing of the steamer from Callao a rumor obtained that some seven or cight thou- sand Bolivian troops were on the frontier of Peru, pre- paring to invade the country. General San Roman, who ‘commands the Southern military division of Peru, had, it was stated, made a requisition on the War Department for a fresh levy of troops, and in consequence of which there ‘was great activity in the recruiting service at Lima and . This would seem to confirm the rumor of the ar- —_ of a military force on the southern frontier of Peru for the purpose rpose of invasion. Under ordinary circumstances this might be believed; but of late years tne people of that part of the country have beconie so accustomed to ‘wars oa rumors of wars’ upon the slightest pretext, that this Jast rumor should be received with caution, if not dis- credited entirely. We are in recet “4% of letters from La Paz, the capital of Bolivia, dated 27th October, woich make no mention of the marching of troops towards the Peruvian frontier, but,on the contrary, state that Bolivia is very quiet. ‘True, Ecbenique has for some time past been engaged in raising @ force in Bolivia to invade Peru, but he could bardly raise an army of the size of that said to have ar. rived op the southern frontier of Peru without the fact being well known at Bolivia, and most certainly at the ene “Castilla sailed from Pniata on 7th November, for Guayaquil, with an army of 9,000 or 10,000 men. ‘This force was conveyed in vessels belongiog to the oe of Peru, and ships chartered for the occasion—mak- a fleet of fourteen vessels. it is mot exactly known what Castilla’s intentions are. Some suppose that his object is to invade Ecuador, while others think that he merely intends to enforce the’ terms of settlement agreed upon at the time of the raising of the blockade before Guayaquil. The next arrival from the West coast will probably decide what he is aiming at. OUR NAVAL CORRESPONDENCE. Usrrsp Srares Sup Sanive, 1 Asrinwatt, Dec. 4, 1859. J The Guano Trade at the Chinchas—Quick Loading of Ves- sls—A New Town at North Island—Rate of Frights. A gentleman just from the Chinca Islands informs me ‘thet vessels meet with much more trade there than for- | merly. When he left there were sixty-five vessels at North Island, and guano was put on board at tho rate of fifteen hundred tons a day. Much imposition is, however, ‘still practiced, such as causing ma ters of vessels to ship from twenty to thirty extra hands at Callao to assist them in loading, when the ordinary crew of the veseels ig amply sufficient. The hoisting in of guano is performed by portable steam engines or horse power, at ten cents a ton, and the crew is only wanted to pull in the boats. Quite a littie town has sprung up on North Islan4, in- babited by superintendents, laborers, &., and it is’ tho policy of these peeple to detain the vessels ag long as pos- sible. Hence ninety-three lay-days are required, when forty would be amply sufficient. ¢ freights at present to the United States or Europe, $16; to Havana, $16; and to Mauritius $20 a ton. ECUADOR. Some correspondence has recently 11 between Flag Ofticer Montgomery and the French Admiral in the Pacific, on the subject of salutes. The United States steam frigate Saranac has, within the iast week, been surveyed in this harbor, which has resulted in a recommendation for her ‘ig! into dock to be thoroughly overhauled and repaired. She is repre- sented to be in a very bad condition, and almost unfit for Sea service. It is understood that she is soon to saii for San Juan del Sur, and as soon after her arrival there as porsible, proceed to San Francisco to go into dock. The Cyane, now at San Juan del Sur, is also said to be in w bad condition, requiring overhauling. She,too, will probably be gent to San Francisco as soon as the ves- eels Low on their way here from the United States to join the squadron arrive. The United States sloop-of-war Levant and steamer Saranac are still in port, one of which, the former, if not ‘Loth, will remain until the arrival of the which is hourly expected. Her Britannic Majesty’s steam corvette Alert has sailed for a port in Guatemala, to be placed at the disposal of Minister Wyke, who probably is negotiating another treaty, by which Great Britain will acquire a few more privileges in Central America. The itendente General of the State of Panama made his firat oflicial visit to the United States flag ship of the Pacific souecres @ fow days since, and received a salute due to his position. THE CHIRIQUI GOLD GRAVES. Acmall vessel arrived at this port on the 2d instant, from Chiriqui, bringing $30,000 worth of gold images and a lot of carthienware taken from the Indian graves. The following extracts, which I make from a letter of the cor- respondent of the Panama star and Herald, who writes from David, Chinqui, under date of Nov. 22, contain all the news from the graves:— ‘Smce my last le ter, the rainy season has coased and the dry weather set in. "We had twenty days of incessant rain, but for the last eight days the weather has been beautiful. On the 16th of October Messrs, Johnson, Stew- ard, Juan Vallarino, Hegen, and one other gentleman whose name I do not know, lethere on a gold prospecting expedidon, and to day Mr. William Thompson leaves to join them, with lumber and material to put up sluic From what J can learn, he goes to Los Vaines, a locality which ean be almost reached by water, leaving only five miles of land travel over a mountain foot trail impassable for mules. The place is about thirty ive mi ‘om Los Morros and the same distance from Pueblo » From the last accounts received, it appears that the party are oblaining seven to cight eents to the pan, A party of Americans leave for the Fame locality to- day, ana a French company is about starting in a few 8 to another gold dictrict, further down the coast. Two canoes have been placed upon the route from here to the district—fare, $6 American money and found. Persons from Panama can reach the mines by a more direct route, and save mueh time, trouble and expeuse. ‘When the ground becomes a little drier, and the rivers fall, numbers will leave here for the guacas of Gomes. Mr. Lara hes just made a great discovery—a bill near Bugabita, about 400 feet in circumference and seventy fect high: is nothing more than an tmmense burying place, and Mr. L hes commenced to tunnel it through the mid: die. at about forty feet from the entrance he discovered vast deposits of pottery, but as he has uot yct reached the centre, it is not kaown Whether it centains gold or not. There we very few foreigners here now, aad to- morrow I start for the guacas of Gomez. Should the mines turn out good, as I expect they will, there will bo @ great rush to them from here. It is very healthy hore now, and provisiovs are cheaper than ever, except four, which is held at $20 gold per barrel. A few Americans and sbout thirty Germans arrived here during the last month. Captain Patterson’s brig, the Clodomira, bound from Pavama to La Union, sank at sea near the Island of Contreras; captain aud crew saved in the ship’s boat, and arrived in’ gafety here. ‘We bave a good deal of excitement about the filibusters, | and over twelve policemen are daily drilled.
