Four ‘of the measures ef government have ‘actually passed the House, and some awatt the sanction of the other ranches ot the Legiclatare to beceme law. One of teas: bills i t provide agsistanee for the Ohief Justice m the dis- ebarge of his @utics m the Kingston Girewit Court, so as tw eaable the accumulation of civil busiuess to be dig- posed of. Mr. Cunningham, the senior member for ‘Trolawny, pre- sented a petition to the Assembly on the 2dinstant, from Mr Richara Moss, late of Falmouth, charging Jnatice Oar- gilt with: partialsty ant injustice at the trial of suit Arguinbeau vs. Moss—and allegieg that his demeanor ‘on the bench was undignified and intemperate, and that he bad, withont canse, arbitrarily expelled the defendant's ‘attorney from the Court, aud deprived him of the benefit of his advocacy ip the further eonduet of the defence. Many circumstances were alluded -to, iu the couree of vhe debate, in proof of the imcapacity of Mr, Justice Qar- gill, and bis utter unfitness tor the high office whieh he holus. ‘The Governor has sent down & to the Mouse of Assembly, relative to the Public. and Tanatic Asy- jum. ‘The message covers several despatches to the So- eretary of State, in relation to the-condition and manage. ment of the institutions, and a cemplaint from the Com- missioners of Lanacy in upon the information of Dr. 8 Q Bowerband, of this city, of “improper aimin- stration, grt neglect and imabtreatment of the in mates.” ‘The Secretary of State has |, in one of bu , that provision Should be made frova the Jooal funds for the remuneration of @ person thoro waly convereant with the management of such institutions, to be selected by ber Majesty’s government, and for two ‘others, to be nominated by the local authorities, to inves- agate the churges made by Dr. Bowerbaad. Itis cot sup- posed that the Assembly will consent to an expenditure ot ‘the public money on a Commiesion of Inquiry. Mr. Andrew Henry Lewis, of St. Catherine, has been re Yarued by a majority of voles, as member of Assembly for St. Dorothy, in room of Mr. Rodrigues, who was sompclied to resign his seat. = ‘The magistrates of this city are inquiring into charges against Lieut. Williams, of the Second West India regi ‘ment, and a number of the soldiers of that corps, for ge. Fious assaults and a rioton the night of the 2d instant. ‘The svidiers, to the pumber of eighty, went into the public streets on the night in question, and struck down every person they met. They even entered houses and there assaulted the inmates. Every shop and dwelling m North and Princess streets, the scenes of the commation , had to be closed, and the inhabitants of the dwellings in ‘that part of the city were toa late hour io fear of their Lives. Information of the affray was speedily communi. ated to the commanding officer, Colonel Gibbon, who Bent out a picket, under the command of Lieutenant Wil- ‘BMams, for the purpose of taking into custody the refrac- tory soldiers. On arriving on the parade, the picket met ‘@ body of country people, entering the city, and the lieu- ‘Senant gave the order “Double.” His men immodiately ‘drew their bayonets and started on a sortof canter. On “meeting the innocent strangers, the order was given to eharge, and a number of them were seriously wounded. ‘The conduct of Bishop Courtney is again the theme of conversation. The right reverend gentleman has for ‘gome time done 80 many impolitic things that the comma- ‘muy are Dow unanimous in their desire to be rid of his Episcopal superintendence. ‘The Receiver General bas published the revenue tables for the two years ending the 30th of September last. The total amount of net revenue received during the last finan. @ial year is £190,904 6. 7d., being £3,674 8s. 7d. more ‘than the estimate of the government, and £10,011 11s. 6d. im excess of the revenue of the previous year. There is to be room for 1,600 tons of cargo from. island, and the voyage is to made from here to New York in five days, — The cost this enterprise will be £80,000, half of which Mr. Lever will defray if the island will take up the other if. -. George Solomon, of this city, has also intimated his {intention to put on the New York packet Los Amigos be- tween Kingston and New York, as a regular packet. Hither of these schemes wil) be ‘a great accommodation to the mercantile community of this’ Island, who now ex- rience the greatest difficulty in communicating with the ited States. We get almost ail our galt provisions from the United States, and the intere} between the two wountries amounts to thousands of poundsannually. Yet ‘there is no direct communication with any one of the ports fm the Union. ‘The rainy season bad commenced. There is a great deal of fever in the towns. Car Rilo Janciro Correspondence. Dr. Rainey isa very practical man in steam affairs, and, speaking the language of the country with great ease, will carry through this great‘enterprise successfully. The American contracts are succeeding well on the Don Pedro U1. Railroad. W. Milnor Roberts, of Phila- @clphia, and Chas. J. Hannah, of this city, are at the head f tho contract” with the Messrs.
