There are, doubtless, thousands of your readers in New York and-elsewhere, holders of Virginia State bonds, who are interested in ascertaining the true condition of the finances-of Virginia at this time. Through the kindness of the gentlemanly and efficient Auditor of Public Accounte, Mr. J. H. Bennett, I am permitted to glean some impor. tant items from his regular biennial report, now in course of preparation for the next Legislature. From these it ‘will be seon that the financial con fition of Virginia is such as to give the fullest guarantee of her present and future stability. ‘THE PUBLIC DERT OF-THR STATS. By the 120th section of article 4.of the constitation, it 4s provided that “there shall be set apart annually, from. accruing revenues, a sum equal to seven per cent of the State debt existing on the first day of January, 1852. The fund thus set apart shall be called theéginking fund, and shall be applied to the payment of the interest of the State.debt, and the principal of such part as may be re deemable.”” By the firat section of chapter seventeon of the act passed 26th of March, 1858, the public debt exiating on the first day of January, 1852, was ascertained to be $11,971,- 888 90, and $838,028 68 were appropriated annually from the public treasury to be applied to the payment of the interest and the principal of such part of the State d as was redeemable. Notwithstanding $494,000 of fe debt bears but five per cent interest, and $1,226,500 has ‘Deen redeemed, yet the annual appropriation for interest and sinking fund is not reduced, because it is necessary to be maintained to pay off the debt in thirty-four years. In 1856, the registered vessels owned in Richmond were only four, with 1,407 tonnage. In 1869 there were thirteen yessels, with 4,119topnage. These satisfactory ro- sults must just:fy the opinion thut by.suitable legislation, we shall soon see nearly all the foreign goods we consume ‘brought to our own seaport towns directly. Considering the immense area of fertile lands now open to our lines of improvement, and discarding the idea of apy other policy than-that which looks to the specdy completion of the great State road, designed to connect our seaboard with the Mississippi valley, we must feel encouraged in the belief, that the shackles of commercial despondency are about to be’ bro- ken, and that we are entering upon a career of more enduring prosperity. The advantages to Rich- mond and Norfolk to be derived from direct foreign trade and the completion of the Covington and Obio Railroad, necessary in part for its support, are to my mind incalcn- lable. The Govington and Ohio road alone must be to Richmond what the Baitimore and Ohio Railroad has been to the city of Baltimore. In 1828, when the Baltimore and Ohio Railroad’ was commenced, Baltimore contained a lation of $0,000 inhabitants. It now contains a popu- tion of 250,000. In 1828 the value of real estate in the city of Baltimore was assessed at $26,015,368, and it is now assessed at $128,158,588. Many reasons might be ad- duced to prove the ‘advantages of commercial indepen- dence for Virginia; but it is suflicient for the present to show the great inequality of our tax law, and the positive tendency t make ‘mountains of weaith and deep vi 8 of poverty” which it possesses, and the great injustice it inflicts on the most numerous of a highly intellectual class of our fellew citizens. ARDENT SPIRITS.
