Waterbury, in the yacht Euda, for the purpose of bringing up to the fair Mrs. Gregory, a sister of Mr. Water- bury; Mise Catharine Waterbury, a girl of twelve years of age, daughter of Mr. L. Waterbury; and Miss Littlefair, her governess. The Edda isa trim sloop yacht of Gfteon tons, thirty- Seven feet long, painted white, and is ono of the New York Yacht Squadron, Bir, Roosevelt had with him a man named Ned to ‘assist in managing the boat, Tae party bad procecded on their return with a light wind under full sail, cotil within sboul twenty yards of their desiination. = The night was dork, and Ned was stecring, while Mr, Rooeevelt was on the bow looking out for the rocks and fiving directions tothe belmemen, Buddenly (he squall tame up, and to avoid the rain which evidently i pended the Indies took refuge in the cab stant the wind struck the full gailgo: | ing her over to her beamendr, end the veesel bad capsized, while getting Mre. Up to Jas: evening, when our reporter visit ed the scene, the body of Mies Livtleiair bad not been re- covered. A reward of one bun dollars had been offered, and the search was being vigerourly prosecuted. There can be no doubt that the allcir was purely aczi- dental, 2s with euch a light breeze as peranitted al! gall to de up until the boat was withio tweaty rods of her an- eherage, no human forethought could have anticipated such s equall. Those in the vicinity describe it as most fearful for a moment—encugh to endanger a voesel of much larger dimensions, aod a¢ bursting forth in an in- Btant from almost 2 dead caim, subsiding quite ws quickly. ‘Mieforvanes never come atgly; in connection with this affair, i: is stated that Mr. Waterbury hes suffered a recent pecuniary love by the burning of his cordage manu. factory in Williamsburg, doing damage to the amount of $60,000, bet partly covered by insurance—yet a triding and paltry logs in comparison to that which he i now called upon to bear. Tucrspay, Sept. 1—6 P. M. ‘The Stock Exchange is quieter to-day, but the re-action anticipated {and desired alike by the bulls, who wish to gee the maraet move more gradually, and the few sar- viving bears, who want to cover their cogtracts, has not yet made its appearance, From the extreme sensitive- ness of the market, and the difiloulty of purchasing any considerable amount of apy stock without causing a marked addy, in the price, it would seem that the out. side buying must have been greater than is commonly supposed, Several prominont commission houres report ‘that they have no outside orders to buy, but only orders to sell; the movement of prices, however, indicates that they must be exceptions to the general rule. The amount of restization on the bull side has been yery large, and if the market, which is now deprived of the assist. ance of the leading benrs, had hed no support from outside, prices could hardly have been miiatained ag they have been. The Indications confirm a view which wo bave more than once expressed this rummer, namely, that the smount of real stock in the market has 7 been exceedingly small, and that if the ollvrings of the bear jobbers had ceased for a week the erdioary business of the commission brokers, smali as it was, would bave |e material advance. The receipts of grain at Ch, nd the prospect of large earnings o2 fome ofthe leading roads, bave now led to a mors lively deroand for stocks than bag existed for ® year or more; the market, out of which the leading bear jobber: have just been driven, bas not had stock enough to supply the demand, and the conrequence has been the sudden, and in some cages excited, advance in prices. According to the venal practice this should be followed by a reactioa, For come days past, a8 wo have stated, such a turn bas ‘been expected by the leading operators on both sides. It is possible, however, that they may be disappointed, if the demand for etocks holds out, prices may continue to ad- ‘vance until the amount of stock im the street becomes much more considerable that it is. This view seems to be taken to-day by perties who have been waiting for some time for lower prices in order to buy. On the other band, it muet be remembered that the advance of the past few days—though insignificant in com- parison either with the previoue decline, or with the values represented during @ period of ordinary prosperity—hes been quite large enough to tempt the early buyers to rea- lize their profits, A decline of 1 a 2 per cent would give greater breadth to the market and distribute the busicess more widely. Operators must decide for themselves which of these views is probably correct. ‘The most active stocks this morning were Rock Island, Galena, and Michigan Central, the latter of which were in demand by parties who had contracts fo recelve them from the operator who failed yes terdsy, Rock Island advanced two per cent, closing in the afternoon at 69 bid. The earnings of August will shortly come to hand ; the managers wil! be qite satisfied if they are. equal to those of 1858. Michigan Oen- tral advanced 2 per cent. Guaranteed rore 134, closing at 2634 bid. There is still a large short interest in this stock, and we notice that costracts are still freely offered on gel er’s options. Hudgon River is very firm at 3534. New York Central opened at 752/, advanced to 77, and closed at 76°; bid. The road is doing a five business. Pasitic Mail ad- vanced 3 per cent. State stocks and bonds are firm at yeeterday’s advance. On call it renges from 5 to 6, bankers asking the latter, but seldom getiing more than the former, Exchange has no} yet opened for the Saturday's steamer; the market, however, locks somewhat firmer, and an advance is reported by bankers, The Saxonia took out to-day about $400,000, mostly in silver. On Saturday the only steamer will be the Bremen, which will not probably take much. And all who hare read bota the treaty o. 1858 and the decree of 1869 mnet see them to be direotly contradictory on the suoject of United Stales commerce, the only diilerence being that in the treaty we are incinded in the terme “the merchant fisg of al) nations,” anc ja the decree we aro inctuded in the iorme ** vessels of foreign nation The rights guersn. toed in One are directly withdrawn ana ignored in the other. - In the tresty of July 12, 1853, im article 1, the Con. federation surrenders the free navigation of her rivers “to toe merchant flag of all vations, subject only to the condone whicn thie treaty establishes, or to the regula hops sanctioned, or which may hereafter be sanctioned, by the national suthority of the Confederation.” We read on in the treaty to find the “conditions,” and the fret of the kind found, aad the only thing’ of the kind, ig in the Givh article, and is as followa:— “It ib should bappen that war sbould break out between sny of the Stater, republics or provincer of the river Piste or its coniluenta, the — of the rivers Pa- rapa and Uraguay eball remain free to the merchaat flag of all nations, exceptiog in what may relate to munitioos of war, such as aris of all kinds, gunpowder, lead and cannon bali.’ Here, then, is a treaty stipulation—supreme law, unre- pealable except by mutual coasent, considered by both par- ties at the time of contracting as of the highest possible au- thority—distinctiy and cleariy set aside by proclamation. It will be noticed that the decree does not charge that avy vessel bas carried these munitions of war contrary to the treaty. An English veeeel,to be sure, has been taken jouced with arms for the Confederation, shipped by a son of the President who both signed the treaty und athor- ized the decree; but the merchant flsg of the United ‘Staves ip unstained ag to clandestine commerce. They bare the effect to deprecsiace prices, and to caute those who hold stocks for investmeat to sell, and thus still more to lower the price. Whether this is the object, the reporter can explain. As if to con firm the public in their impressions of the total unrelia bility of the stock quotations telegraphed for the press, the agent Inst evening quoted, at the firet board, New York Central at 7354, when the actual quotations range+ from 7534 to 76. A single discrepancy of this kind might be overiocked, as it might be supposed to result from 1 adyertence. But when, for days in succession, similar diecrepancies occur, it looks like design, and renders the reports Lot merely useless but mischievous. Stock Exchange.
