Our Toronto (Canada) Correspondence. ‘Tonowro, July 9, 1859. Miserable Condition of Canada—Stagnation of Industry— Large Number of Meshanics Out of Hmployment—Eifect of Prowetive Tarif’s—Increase of Political Discontent—An- newation to the United States the Favorite Panacea for Canadian Grievances—The Fourth of July at Toronto, &c You no doubt have beard the numerous rumors abroad ‘nat Canada is preparmg to be an indopendent nation, or ‘be united to the great Western republic; and, as I know the public fecling bere as well as any man, I can inform you that there is ‘more truth than poetry” In these re- ports, A deep feeling of discontent prevails everywhere and men of all partics, ages and creeds, are seriously con” sidering what change their necessities demand. We have boen for # long time under the rule of the most unprinci” pled politicians that ever cursed a country. For five years back bribery, corruption and unprincipled intrigues of all kinds have been continually resorted to by our dif forent administrations to keop them in power; and well ‘they have succvedod. Tho last election, which was ia 1857, threatened to deatroy the corruptionist compacts, 80 the most infamous means were resorted to by the govern” ‘ment to secure the returns of their supporters. Threo of the mombers were illegally elected. The most glaring cases of fraud, bribery and intimidation have been proved against them. The Hon. Mr. Alloyn was sent to Parliament and to the Executive Council, through thou wands of bogus votes, such as ‘‘Napoleon,” ‘Prince Fee ”? “Columbus,” “Wi y” &e., &o, Fe- lowes, & government supporter, was elocied by Teoor Hy ee names of the good people of Rome and Alvany, United States, whose votes and interests wero not ssked. The above representatives of the people (7) stili hol : ‘\ueir seats in Parliainent; and when it was clearly proved, Dy the poll books and ‘witnesses, that they and many others on the ministerial side, were returned by means of fraud, bribery, forgery and intimida ion, yet our para- gops of patriotic aud virtuous statesmen voted in favor of toemsives remaining in the Legislature in spite of tho al- most unanimous wish ofthe people, and there they stl femain, and their creature, the Governor General, winks ‘et tbe biack deeds of ine debased political crew who @ave brought Canada to ruin Yee, to ruin, Witha debt of about sixty millions, a yearly expenditure of twelve—hbaif of which goes to England in the of Jnteresi—and enorraous taxes on tne necessaries of life, need it be seoniierod that thousands are flymg from our micst, driven away by starvation and oppressive laws. The late great iocroase of our tariff duties bas given an impetus to the movement in favor of annex- ation, On many articles, partioularly of machimery, are heavy protective duties, which cannot be maaufactured tn Cupada, but which we must use. Again, with all our protection, manufactarers complain bitterly of this mar- ‘ket being far too limited for their carrying on a profitable trade. One prper maker said lately that if the United States was open to bim as a market he could employ one éhousand men instead of fifty, and drive a much more lu- erative business than be does now with a protective duty of twenty per cent. Tt te w fact not to be disputed, that the manufacturers of Canada are those who most desire that we should become part of the Westeru Repnbdlic—not that thoy hate Eoglish Fnie, but that they balieve it would be of immense ad- vaptege to Canada. The great fault we find with our old mother country is, that broken down aristocrats, without brains or common civiliéy, are sent out to be our Go. ‘vVernors, and that they are ksptover ua for yours, althoogh nine-tenths of the people are demanding a change. ‘esent Governor General, who came here a boggar, Eke Ele $32,000 = year, spsnds about $4,060, keogs in power the most rascaliy politicians, although the people from Qisape to Landwick have for two years beon inteesansly demanding their removal from office, The secret is, tbat the Governor and Ministers have some |e un- derstanding with each other by which the interests of members oaly are secured. Ta addition to theee facts, we have had the government siding the Lower Canadians in plundering the puolic purses, and in voting down the laws demanded by Upper Usrada. The latter province contributes three fourths of the revenues, but the former must have the lion’s share of it to spend. They have yoted millions of dollars away to sotue disputes betweon Lower Canadian landlords and their tenants; they butld magnificent public works of every kind, ‘and the Upper Canadians have to foot the Dil!, and but last eczsion they cooked a tariff by means of which they expect to compel our merchants to bay all their goods im Montreal, and prevent their going to New York. lt this is done in Opposition to a majority of Up- per Caradian representatives, i: think that I have shown ome good reagons, and could give mavy more, why a universal feoling of dissatisfaction @nouid prevail in Upper Cansca, and why a caange of costitution should be freely advocates. ‘ written constitation is becoming « favorite topic, a8 algo the separation of the executives {rom the legisia- tives, and many advocate an’elective governor; but the | great demand is distolution of the union. Reform clubs havo started in nomerous places in the upper provinces, the great object of which ia upion of reformers on somo great remedy that will be the cure of all our ills, 1 know pretty well that the majority of reformers are determined to have a repeal of the odious union with Lower Canada, whatever may follow after that. At the time of the union the debts of Canada amounted to only six miilions of doilars; now,as Ihave already said, It Ig about sixty. Our expenditure then was $1,520,000; last year it was $11,500,000. The exponses for tho general purposes of government wore last yoar ‘35 621,248, being an increase of $3,600,000 in five years. The money market ie quiet, with rather more money offering than was expected in view of the shipments. ‘The stock market was dull at the opening, grew steadier ng business progressed, and was tolerably firm after the board aad throughout the afternoon. The panic created yesterday by rumors of a new rupturo between the four lines subsided on @ true statement of the case by parties who are in a position to know bow things really stand; and the efforts of the bears to press the Western shares atill farther down are now being met by purchass by pertons who realizo the results that are to flow from the new crop. Dull as the market seemz, the aggregate volume of the daily transactions is much larger than was the case a few months ago. Stocks closed a fraction higher than the printed rates. Railroad Company from somo ot its difliculties. It is pro- posed to accept $621,600 in the capitalized stock of the company, issued in pursuance of the plan of capitalization submitted by William H. Aspmwaill and others to the creditors and stockholders of the castern division, dated December 11, 1868, in full discharge of the obligation of sald company to pay to the city $600,000, with interest after January 1, 1861, and also from the obligation to pay the further sum of $21,600 due from the railroad compa- By, on account of an indebtedness of the company to the Whitewater Canal Company, which was aesigned to the city, The subject was to be disposed of at a special mect- ing called for to-day. The Reading Railroad, for tho week ending July 21, brought over 36,683 tons, making a total since January 1 of 921,872 tons, against 860,485 tons in the same period last year. The Schuylkill Navigation Company brought down 38,551 tons, making a total tonnage this season of 600,392, against 479,842 tons last yoar, | In the Probate Court at Cincinnati a citation has beon | isaued to the Trustees of the Ohio Lifeaud Trust Company, requiring them to file a copy of their agsignment, and clore up the estate, Mr. Charles Remelin was the only trustee present, and at his request, the case was con- tinued ontil the 6th of August. In the course of the pro- ceedings— Mr. Remelin said the trustees were preparing to de- clare a dividend, and he hoped the course pursued by Mr. Thompéon would not have an injurious effect, Thoy were, however, anxious to have rome court to which they could present a report cach month.
