It is a remarkable in ree of the certainty with which eifests follow their causes in the political world, that Mr. de Tocqueville, one of the most profound political philosophers of tis or apy other age, appounced from his place in the Chamber of Deputies, while wil seemed sure and etadle in the eyes of the government, that the country was sleeping upou a volcaro, aud thatarevoluion Was at haad, And what was the gronnd of bis prediction? With like profes siona of democratic jealousy of executive power, your Pregident modeatly cails upon the representatives of the people to tranefer to him the power of peace and war—to give him, in effect, the sole treaty mzking power—to place millione of the public money at bis discretion, and to ia- vest him with military protectorates over foreign Stat With the same professed allegiance to democratic pri ples, be tramples under foot the sacred regard inculcated by the founder of the democratic party for the freedom of elections, and brings the whole patronage and influence of his high office to control elections in the States, from the bumbleet representative trust up to that of S-nator of the United States. Will the intelligent and patriotic people of this country permit themselves to be duped by a mere name, seductive as it may be, when every principle which belongs to it, in its propor Inter- pretation, and in its ancient and honorable traditious, is openly renounced and disregarded by those who now agsume it? Will you permit me ‘now, gentlemen, as I have been for many yeare out of the pracuce of public speaking, to deliver my discourse with the aid of notes, and although it may lose some of its vivacity and effect because of its delivery in this form, it wil be a guarantee to you that whatever is said haz beea founded upon mature reflection and deliberation. Mr. R. then proceeded with bis address, referring occasionally to notes to avoid the embarrassment from which he had just recovered. He said, when my memory failed mo i was referring to certain corrupt practices in connection with ‘the operations in the navy yarde of Philadelptia aud Brookiyn. There you will see contracts involving Ierge amounts of public money directed by the govern- ment to be given in open violation of law w the highest, instead of the lowest bidder, from the sole coufideration of the number of subsidized voters in the emp'oyment of the preferred party, whose suffrages wore required im the critical moment of a contested election. So minutely and systematically was this policy carried out in one of those establishments (Brooklyn) that democratic members of Congress representing tbe aijoining districts were formally constituted by the government its authoriz- ed agents for making an equitadie division of the pablic spotis among its eupporters, and in this manner the yard was filled, to the uuomber of several thousand, with worthless and incompetent men, whose only claim to eu. ployment was founded on political eerzice, and amoog whom, in the language of the report, ‘idleness, thef«, ia- subordination, fraud and gross neglect of duty, prevailed to av alaiming extent.” The developements made pro- sent the government as moving in a constant circle of cor- roption. First the government, with the public money, corrupts the contractors and their employes to vote for members of Congres; then the contractors corrupt the members of Congress, with a stipulated per centage to procure them other coatracts; and finally the membors of Congress, by one species of iniluence or another, corrupt the government to bestow the contracts which they had stipulated to obtain. But, fellow citizens, 1 cannot follow Out thee revolt ng details, Thare they are upon record, where you can examine them for yourselves, and poader ‘on the mournsul degeneracy of the public morals they dis- ese, and upon your solema duty, as mea aad patriots, to zebuke and correct the evil, I bave referred to these things with the deepest humiliationas an American citi zen. 1 sincerely wish, for the honor of my conn- try, that they could be shown to bo party | road, a protective tariff, and, until lately, the Lecompton ome: fog uatortusately the facts are too noto- | constitution.
