TO THE EDITOR OF THE HERALD. You have recently published a communication of mine jm relation to the Paraguay difficulties. Please add to the favor by giving me this opportunity to predict, that if Lepex bus had the address to refer the amount of indem- nity t the American Company to an arbitrament at Waebingwon, the Company will never see one penny of vheir olaim. Endless delay will occur, testimony will Ihave to be taken at Assumpcion, questions of iaw will be Mmterposed, and votbiog will be don ‘Lopez seems vo be » Mateb for the d—] bimeelf, — es to er sending ‘mother fleet there, that is out of the question : A NEW YORK SUFFERER ES FINANCIAL AND COMMERCIAL. Fripay, April 15—6 P. M. ‘Fhoogh the banks are understood to be rather seeking & curtail than to increage their discount line, money con ‘Mmues as cheap as ever, We quote call loans at 4a 5, the lower figure being the rate at which money is borrowed Ym the street on State or other first class securities. Mer- faatilc paper continues to be ecarce. First class short Reseptances are done at about 5; first class four and six months paper, endorsed, at 6; second class, 7a 8; longer @ates and lower grades, 8a10. Exchange is very firm at ‘MO for bankers’ sterling bills, and 5.11) a 1234 for francs; Dut there is little doing for to-morrow’s steamer. ‘The upward movement on the Stock Exchange gains strength, though the bears oppose it with more vigor than ever. There were to-day large orders for Harlem pre, ferred, on the strength of the passage of the law securing te the company their new horso railroad; the price opened Bt 42, sold down to 4134, and closed at 42};. The trans- actions of the day amount to several thousand shares. here were algo considerable orders among the ommission houses for the principal Western wtocks. The business in the Rock Island shares ‘was very large, and at an advance over yesterday's riece, The same remark will apply to Toledo, Galena and Miobigan Central. Michigan Sonthern did not move as freely as the other Western siocks. The short interest in thie stock is so darge that, in the absence of purchases Dy the friends of the company, the bear jobbers con- twol the market. All the other speculative Western stocks ‘were higher and buoyant. The public, it seems, are be- ginning to realise that we have seen the most of the hard times, and that though the roads are not yet goingtodo a Jarge business, the depression under which they are suf- fering is drawing toa close. As the spring advances, his feeling is likely to gain strength. New York Ceatral ‘was also higher to-day. It opened at 77%;, rose to 734, wad closed at that price. We hear unofficially that the March earnings of this road will show a decline of about $20,0€0 as compared with last year. In April, thus far, the business has been good. Hodson River was very firm ata fraction advance over yesterday's price. The Dusiness of April thus far shows an increase over April, 3858. The third mortgage bonds are in demand at 7834. Pacific Mail contioues to attract marked Attention. The price did not vary mock from the closing figures of yesterday, but the bears wers wil- Lng to sell ata difference of three per cent for seller's options, The arbitrators are at work, but appear to be | proceeding slowly with their task. ‘The coal stocks were | quiet, without material change, with the exceptioa of Oamberiand, which declined to 2134. The managers of thie company expect to do an excellent business this year. State stocks were active at fall prices. Some of the most popular State stocks are becoming very scarce. In rail- road bonds very little was done. Inthe afternoon there ‘was a fair business done at the highest prices of the day. ‘Fhe market closed firm after the board, the following being the last quotations:—Tennessees, 9354 a 933¢; Mis- pouris, 8534 a 883{; Virginias, 99 9934; Canton, 1934 a 195%; Cumberland preferred, 21 a 2134; New York Cen- twal, 7734 a 7734; Erie, 10 a 103; Harlem, 18 a 13; Aud- son River, 33; a 34; Reading, 50% a 5034; Michigan Cen- tral, 540643; Michigan Southern, 137% a 14; Michigan Southern preferred, 40240; Panama, 12134 » 1215; ‘Tilinois Central, 685; a 69; Galena and Chicago, 633¢ 2 68%; Cleveland and Toledo, 27 a 2734; Chicago and Rock Inland, 583; 0 58%; Illinois Central bonds, 88}; a 89; Pacific Mail, 88 a 883. ‘The business of the Sub-Treagury was as follows to-day. +$183,516 82 74,000 00 Tota} payments «242,780 46 Total balance... 7,186,638 18 ‘The exchanges at the Clearing Heuse this morning were $20,761,322 57, and the balances $1,243,367 14.
