The motion te recommit was lost by 35 to 42, and the bill passed by 67 to 24, EVENING SESSION. Mr. Tomumson (dem.) rose to a question of privilege. He etated there was at present in seasion a special com- mittee, and one which was driving through the New York city railroads. As aparty in the interest hoe de- sired to be present at the meeting of toat com- mittee, but also to be present on the floor during the session, There were but few democrats here, and he felt the more anxious on that account to be present—at icast, to hold up his hands against such acts as he believed must be regarded asthe acta of speculators. All recognition of the alleged contract was also stricken from the bill. A motion by Mr. Durrsa, to allow an sppeal from the decision proposed by the commission, was lost by 32 to 38. The bill was then ordered to a third reading. The Governor sent back, with his voto, the bill appro- priating money for the payment of the interest on the Cana! The overland mail arrived here last evening, bringing San Francisco dates of March 11.
