If Germany, in factwpar- wists in allowing itself to be @eccived with respect to the real intentions and moderate views of the French govern- Ment; if its excitement is sustained, or should increase, what would Be more calculated to encourage Austria in a Tesistance which might become fatal to the peace of the world? Certainly Austria would not be thereby released from the grave responsibility which she would have in: curred by rejecting the most prutent advice, and by ren- dering impossible any honorable arrangement. [From the Independance Belge, March 17.} * * . * * Tt is a positive fact that the uneasiness of the public has increased anew, and that the necessity of a solution in one feuse or another is more and more felt. Even war, if was to bri ut, and if its bearing was well determined, would have a less pernicious influence upon business than those alternations of bope and despair by which public opinion is tossed. We can static that, outside of the action of diplomacy, the spirit of antagunism is increasing in Italy between Austria and the populatisns subjected to her dominion; ud what is more, in Germany the sentiments of the tates, after haying been turned against France, no longer Spare the government of the Emperor Francis Joseph. [From Le Nord, March 17.] ‘The paragraph in which itis said that Franoe tries pbove ail to resove the Italian question with the concur- rence of her allies and for the peace of the world, is the Privcipal topic in diplomatic circles. One infers from it that the French government will entrust to diplomacy the care of preventing a comstict, or, at least. try t9 confine it within the narrowest possible limits, We have reason to helieve that it will succeed in its object. THE WAR FEELING IN SARDINIA. INTERESTING INTELLIGENCE FROM PIEDMONT—THE INHABITANTS IN FAVOR OF WAR AGAINST AUS- TRIA, WITH OH WITHOUT FRANCE—INDIGNATION AGAINST THE COURSE OF THE BRITISH CABINET— GEN. LAMARMORA TO TAKE THE COMMAND OF THE PIEDMONTESE ARMY—REVOLUTION UMMINENT— TRE DELIVERANCE OF THE NEAPOLITAN EXILES. We have already learned considerably from the English ‘and French press of the etate of feeling ia Sardinia on the ‘war question, and the measures taken by the government of Victor Emmanuel with that eventuality in view. Yes. fterday we met with a Picdmontese gentleman who ar- rived in this city by the last European steamer, from ‘whom we have received some interesting intelligence, Our informant reports there is great excitement throughout ail the kingdom of Sardinia, and a war against Austria is Dot oaly anticipated, but eagerly looked for by the peo- ple. The Austrians are making extensive preparations on the boundary line between Lombardy and Piedmont, they have also occupied the independent dukedom of Parma avd Piacenza. This last city was exceedingly wall forttied, and the Austrians are now endeavoring to make it stronger. Near it they have built a temporary for- tress in a strategic position, which is within the military line of defence of Sardinian territory. Hearing of this, the King of Sardinia immediately summoned a council of Statesmen, presided over by Count Sclopis, and before them was placed the question whether Austria was acting or not ip open violation of the treaties aud of international laws. Thecouncil having answered in the affirmative, their verdict was despatched both to Paris and to London. Both t! =p op and the government in Sardinia are in- dignant at the conduct of Bngiand, who pretended to be friendly to them, and has turned out their bitterest op- ochre The last protest of the English Cabinet about ia receiving deserters from the Austrian army bas produced a great exasperation of feeling. Several young men destined to he forcibly incorporate in the Austrian army have, in fact, fled from Lombardy to Sardinia, and were cordially received. But the event not being publicly known and avowed, England was uot expected to act as police for Austria. This question of the deserters, however, is a serious one; for Austria bas ‘a large number of Ttalian soldiery, all forcibiy enrolled And detained, who wil) not use their arms against their own kinsmen, and prefer to take the side of Sardinia. It iso fact that in 1848 and 1849 the Itatian soldiers in the Bervice of Austria could not be compelied to fight against the revoiutionists, and ceserted when they were oflered a Chance of doing so. It appears that Austria, though possessed of 130,000 troops in Italy, requires them to keep down the Lombards and the Venetians, naturally enougt greatly excited, and by every appearance ready for a general revolution. {v add Austria must haye all ber fortresses weil garrisoued, an‘ keep her long mili- tary line from Ancona to the Alps. A great want of mo- Bey also diminishes significantly the strength and the ac- tivity of the Austrian army. Sardinia, on the contrary, can easily and speedily move ail her brave and ardent troops, aud leave the care of de- fending the cities to the inbabitants. General Aloerto Lamarmora, the Minivter of War, is expected to take the command in chief of the army, which he as organized and disciplined with much care during the Jast ten years. General Lamarmora enjoys the entire confidence of the King, both having been intimate friends from their youth. The General is still young, aud » thorough military man. During the struggles in 1848 and 3849 he had a command, and showed great courage and Bkill. “He was at Piacenza with some twenty thousand troops when be heard of the defuatot King Charles Albert gt Novara, in April, 1849. His first idea was to march behind the victorious enemy and cut them out of Lombardy, giving a chance to the people to rise. Bat ho finally obeyed the positive order which be march tipon Genoa. During the Crimean war General Lamar coned bis position in the Cabinet of the King go and bead the five thousand troops which of Eardinia contributed to that war.
