Atnany, Mareh 19, 1859. {Fhe Senate Prohitits the Iesue of Drafts dy Canal Comaissi om. ers—The Court of Appeals Organization in the Howe— ‘An Appeal for Woman’s Rights—Ine Weather and the Railroads, dc. ‘The Senate has accomp!ished the beat and most worthy deed of the session: that is, prevented canal commission ‘ers from issuing any more drafts. They have aesu med the autherity of giving contractors over two millioas of euch ‘Btate indebtedness, all of which tho banks have shaved at a great discount, and the Stato are prying tuterost upon Ahem. This morning the Senate arrested this proceediag, ‘and adopted a section in the bill forbiddiag apy commis- sioner from issuing drafts upon the State Treasury, unless Ihe knows those drafts will be duly hoaored, The thing had gone too fur. An unconstitutional debt was being ac- eumnlated which krew no cnd. For this prohibition the people are indebted to the democratic Senators, asaiated by ‘the able efforts of Senators Diven and W. A. Wheeler on he republican side, Senator Mather obtained the inser- Won of a provision that allowed commissioners aad en- pineers to give contractors certificates for work done and materials furnished the State, Toia Senator Ames consicer- ed.as akindofsalvo,and might afford some re ief; but Tam nelined vo the impression that the commissioners and en- gineers porsess that right already.
