NEW YORK HERALD, SATURDAY, MARCH atk nae ‘Police Intelligence. ‘Counterfeit ‘« twos” on the Pacific Bank of this city were Fut into circulation down town on Thureday night. Beliceman Golding, of tho Sixth precinct, arrested a lad wamed William Bergen for passing one of these bills at the grocery store No, 17 Baxter street. The prisoner con- fessed that he had been engaged to pass the bills by a man named Wilsey, who subsequently made tracks for Philadelphia when he heard that Bergen was arrested. ‘The counierfvit is an imitation of the genuine bill. Those recovered by the police are phi wd, and rather too dark 10 color to deceive an experienced judge of mon Bergen said that he got thirty cents for passing each bill, and thought there could not have been less than $50 worth of the trash d on Tharaday night. Justice Osborne committed the accused for trial George Joint was taken into custody by policeman Ra- Dineau, of the Sixteenth precinct polloe, charged with steal- ing ® gold watch and chain, valued at,'$200, from Michacl Warkerle, of No. 886 Sixth evenuo, under the following eir- ‘cumstances :—Compiainant was riding on the platform of ‘ena of the Sixth avenue cars, when some one picked bis pocket and ran off with his wateb, Complainant pursued ‘the thief several blocks, but lost track Forhim and was obliged to abandon tho chase. Tho jeweller who last leaned the watch was notilied of the robbery, in order ‘that a mivote description of the valuable could be afforded ‘the police, ‘The following day a man entered the shop and asked.the jeweller to look at a watch ho had in his possession, and place a fair valuation upon the same. What ‘was tbe jowcller’s surprise, upon looking at the valuable, t fod thot it was the identical watch whiea had been stolen from Warkerle the evening previous. He in- eantly sent out for a policeman and had the man arrested, The prisouor, who appeared to be a respectable looking person, stated that be could Satisfactortly account for the posseasion of the wetch. Ip explanation be stated tha the watch had been piv to bim by the prisoner Jomt for Sie porpose of as: certuiping its Value, and that the latter to meet him hat evening to hear the result of the inquiry. At the opening of the Court yesterday counsel for John Kaegi, who was placed on trial for forgery in the second degree, having, as was alleged, uttered a large quantity ef counterfeit bills on the National Bank of Austria, pre- ceeded to sum up the case, and was followed by the re- Presentative of tho District Attorney. Soon after two o'clock the City Judge charged the jury, reviewing the testimony and laying down the law applicabie to the case; ‘ut as his Honor’s remarks were similar to those made ea the trialof Henry Rohner, who was jointly indicted with Kaeg), it is unnecessary to report them in full. In order to convict the defendant, his Honor said the jury would have to find that he had possession of the bills barged in the jadictment, that he had them with a guilty knowledge of their being forged or counterfeit, and taat he had the intent to utter and defraud. After an absence of half an hour, the jury returned with a verdict of gurty. Kacsi will be sentenced on the last day of the term, GRAND "LARCENIBS. The prospect of a European war continues to be the chief topic of conversation in me and financial circles, We touched yesterday upon the probable ulti- mate effects ofa great Evropean war upon this country, namely, the injury it would do to our cottou and our com- meroe generally, and the benefit it would be to the grain, provigion and shipping interests. Those would be its ulti mate effects, What the immediate effects of a declaration of war would be upon stocks, money and merchandise, it js interesting to inquire; the more 80 as, if there is to be any war, it is quite likely that the month of April will uot pass without some overt act of hostility. Sardinia is said to be rampant, and the menacing attitude of all the Powers involved is too harrassing and expensive to be maintained for avy great length of time. The natural tendency of the news of a declara- tion of war in Europe should be to create a pa- nic here. War is an event fraught with immense mischief to commerce und confidence, The natural calculation would therefore be, that on the announcement of actual hostilities stocks should decline, money rise in value, and enterprise receive acheck. But, in fact, the very contrary may happen. The declaration of the Cri- mean war caused no panic here, and the signature of the our heavy tae dry goods, &c., this year, like- ‘wise tend to stiffen exchange by swelling the demand for Dill. This state of things could not be altered one way or othor by war. So long as this country exports annu- ally, in the shape of grain, cotton, provisions, &o., within forty millions of its consumption of foreign goods and mer- chandise, the foreign world is entitled to forty millions of our speci @ year, and no more, Money is working easier in Wall street to-day. Loaus ore freely offered to the brokers at four per cent, and first class short acceptances are done at five. We hear of good four months paper, not strictly first class, going at six per cent. Exchange on Europe is quiet; drawers are re- serving thetaselves for the steamer on Wednesday. Rates are unchanged, viz., 109% aj for bankers’ sterling, and 5.1144 a 13% for francs. The stock market today was even duller than usua!. Prices did not vary materially; but there seemed to be neither buyers nor sellers, and the business of the first board, which in busy times is seldom over before a quar- ter to one, was completed by half-past eleven. Most of the business done was in the Western stocks, which at the close were lower, The reports of earnings thus far show no improvement, The Galena and Rock islana are both expected to show a decline for March, as compared with the corresponding month of last year, ‘The Michigan Southern shows an increase for the first two weeks. The bears believe that March and April will both be bad months for the roads; the bulls, on the contrary, are eat! fied that they will do betier benceforward, trom weeX t week. New York Central and Erie wore quiet. The Convention at Builalo appears to be tending to a dissola. tion of the compact between the roads, At the close to- day stocks were heavy. ‘The following were the last Pprices:—Missouris, 85.4 a 3; Caoton, 19), a 20; Cum- Dorland, 2394 a 2%; Pacific Mail, 17). a 78; New York Cen- tral, 7934 a 34; Brio, 10% a 11; Hudson, 314g a %¢; Har- lem, 117; @ 1144; Reading, 483¢@ 34; Michigan Central, 5134 a Sj; Michigan Southern, 18:4 @ 3; Southern guaran- teed, 449f a 45; Panama, 116% a 117; Itinols Central, 67 a 34; Galena, 68 @ 34; Toledo, 2534 a 26; Rocic Island, 59 ux; Milwaukie and Mississippi, 8 a %. ‘The business of the Sub-Treasury was to-day:— Total receipts... —For customs, Payments Balance, The exchanges at the Bank Clearing House to-day wore $25,635,510 58, and the balances $1,721,060 30. The directors of the United States Life Assurance Com- pany have declared a dividend of 2214 per cent on the Premiums paid, and an addition of 19 1-10th per cent to the amount of all previous dividends, payable-in cash when the sims insured become due, The import of dry goods this week was very Lis but slightly in excess of the imports for the © ing week of 1858, and about half that of 1857. Stocks in our market have been already depressed as much by the prospects of war a by any: | partios who might become boyers are other the outbreak of hostilities may wot depress prices still fartlier. If the news from Europe fur the next three or four weeks should be of thie same character as that brought by the last steamer, the public mind will be familiarized with the prospect, aud so far from causing ® panic, the actual settlement of the question, even by @ declaration of war, might bo hailed ag a Satiefwotory issue from an embarrassing complica’ tion. If, morcover, it be true, as the papers assert that many parties who are believers in the futare of this country, are only waiting to see the worst of the war maticr to become buyers of stocks, it {2 possible that thearrival of the declaration of war might be considered by theze parties a good time to carry out their views, and that stocks might rise in conneque ‘As to monoy, it is not unlikoly but thet, for « few days, rates might rule higher on the receipt of news of actual war, A declaration of war would at first frighten lenders in the European markets, and it is natural to expect our market would sympathize. Ina few days, of course, the flurry would subside, and money would fall to the point fixed by the Jaw of supply and demand; which point, so far as at present appears, cannot be much higher than the current rate; but, at first, it is probable that the banks and private lenders would exact higher terms from their dealers, itis sometimes said in the street that war would cause a flow of bullion from this country to Europe. This is a misapprehension. peace and war Lave no more influence on the exchanges between Caited States and Europe than they have upon the trade in watches or bandanas, ‘When our consumption of foreign goods execeds our ex- port of domestic produce, foreign exchange rises, and wpecic is shipped to square the account; this is the whole mystery of the foreign exchanges, and any ‘one can fee ata glance how independent they are of po- Utical complications. The probable course of foreign ex- change may always be discovered by a comparison of the ‘import of foreign merchandise and dry goods with the ex- port of cotton, flour and provisions. Exchange bas beon high, unnusually high, for the past three or four months, because the shipments of breadstntis have fallon almost to nothing, and also because the holders of cotton in the South, by holding for higher prices than those current in tho Baropean markets, baye checked tho export of that staple; bags Muraca'bo were sold ut 11%{¢.; 30 do. Poultry—The supplies of good poultry are light, and tho chief quality is from Canada, 1t comes to market in @ frozen condition; and, although rather rough in appear- ance, it is said to be very good food. Broilers have declined 120. per pair. from last quotations. Capons still continueat a high figure (22. per pound)—a rather exorbitant price. Game—The game season proper is over, and the supplies at present are very light. Moose, brought from the State of Maine, is rather more plenty, and sells at from 18¢, to 23c. per pound. The peculiar vir tue of this kind of meat over the common kinds has yet to be discovered; it is gold at a high figure, because it is ararity. Tho trade in all kinds of meats i dail, Mut- ton and veal bave slightly advanced in price. Work und smoked meats remain unchanged. Fresh Fisb--The sea- fon of Lent bas caused tho fish dealers to advanco their prices a Jittle; shad is more plenty than last week, and Father cheaper, Ratter—The wholesale trado is dull, very cull. Doring the winter a few monopolists attempted to control the market in anticipation of a demand from Cali- fornia and the Fast, and held their stock at high prices; the demand did’ not come; on the contrary, the stock that was sent to the former plaee was sold at ruinous prices, At the present time one firm holds one-third of the stock, and fxom present indications they will be obliged to close out their stock at a great Joss, and perhaps financial ruin. Awopg the other wholesalé dealers there is a Toguiar Stampede. As we predicted in our last week's article, the retail prices have declined, and will beyoud doubt, con- tinue to do so for the next few weeks, unless geome unex- ected demand arises for the wholesale stock, The mar- et bas not been so completely upset in the month of March for several years. Potatoes—The prices remain unchanged, A contract bas just been made by a firm in ths city for five thousand Darrel, to be delivered in Cin- civnati prior to the 20th of May, at $2 25 per bbl., of the common kinds, Vegetablee—Bunch radishes, rhubarb, mint and green the latter of rathor poor quality, in fancy lots and at exorbitant prices.
