State funds is asked for to assist in supporting any of tho ‘charitable or benevolent institutions which happen to be located in the city of New York or Brookiyn. Such was “the case this morning, when the Aanual Appropriation bill was under.consiteration tp the House, In it there 6 an item for a few thousand dollars to the New York Hospital. Several of tho country members—Mr. Godard, of St. Lawrence, and Mr. Bilas, of Chautauque—were particularly hostile to giving a dollar towards this charitable institu. tion. It is due to Messrs. Conkling, Gover, Spencer, Rutherford, of the city delegation, and Gen. Duryea, of Brooklyn, to state that they ably, eloquently and ad- mirably sustained the appropriation contemplated. ‘Though that hospital is located in New York, still it does not dispense one-half its charities to residents of that city. The papers give daily accounts where strangers from other portions of the State aud the country are taken to the hospital. A stranger in the city meeting with an accident, or becoming suddenly afiiicted from any cause whatever, is instantly carried tothe bospital by the police or some other person, and there provided with such care and attontion as few insti- tutions afford. Indeed, private residences do not afford ‘the acoommodations which invalids find at the hospital. It 1s'a narrow, contracted, mean attempt at economy, in the country iarabers of the Legislature, to be continually tions of this character. Where in the wide world can rival institutions be found to our-deaf and dumb, biind, eye and car infirmaries, our asylums ‘and our bospitais? “Nowhere. They contain the detaiis of the news by the brig Minatitlan, from Tampico on the 26th ult. ‘The Tampico papers manifested considerable alarm as to the result of Miramon’s expedition, but they considered Vera Cruz in a most perfect state of defence, More than 4,000 men, says the Prisma, can be concen- trated there at a moment's notice in case of an attack, without including the commands of Ialaveand Trejo, or the army of Oajaca, numbering 1,000, now before Orizaba, all counted, the liberals bave for the defence of the city about 6,C0C availuble troops. On the other hand, the Prisma thinks that uot more than 1,000 men can be spared from the cities now held at the point of the bayonet by the reactionsry party, and that Miramon will have to depend almost cutirely upon the army with which he sot out from the capital. Eight republican Senators and four republican Coun- cillors have been chosen, end the same ‘party have seventy majority in the House. Hudson River Navigation. Ronvovt, N.Y., March 11, 1659. The ‘steamer Norwich arrived here this morning from New York city. She encountered large quantities of heavy ice between here and Poughkeepsie. The ice is moving with each tide, Atthe Elbow, and at Esopus Meadows, ig ig piled up very thick, making it very difficult for the Steamers to work their way through. It will be several days before the river will be navigable at this place, unless & warm change in the weather takes place, father Cniniguy at Toronto. Toronto, March 11, 1869.
