STANLEY TURNS UP AGAIN—BE SAYS HE HAS PAID BIRNEY HUNDREDS OF DOLLARS—A LITTLE LIGAT ON METROPOLITAN POLICE MAT- TERS, KTC,, ETC. ‘The investigation which has now been three days in ‘progress before the Police Commissioners, produced yes terday some interesting developements as to the manner ia whieh the Mayor's squad has been in the habit of doing business. The investigation originated in a complaint made by Sergeant Birney against officer Wynkoop, and has taken rather a wide range, assuming more the shape of atrial of Mr. Birney, as thus far more evidence has apparently been adduced against him than any one else. In fact, from a statement of one of the witnesses yester- day, a separate investigation into Mr. Birney’s cage was ordered by Mr. Bowen. ‘The first witacsses—officers I. Place, Richard Orpheus, P. 8. Fowler, Seaman Neiss and McArthur—did not know apything of officers of the Mayor's squad having received money for the performance of their duty outside of their salarics. One or two of them would not believe the wit- nees Brandt under oath. Officer Bustced testified that he had heard that Sergeant Birney bad gone to a man named Brady, under indictment for selling obrcene books, and wauted him (Brady) to go to the biuj or’s oltice and be (Birney) would get the indict- ment quashed. Witness had told a Str, Long to tell Brady not to have anything to do with Birney. Mr. Birney—it will all be expiained, Mr. Bowen. The fact is, Bir. Stanley came to the Mayor’s office and wanted to know if there was an indictment, and if the evidence ‘oyed. ‘This is not tho first nor the last Stanley bas tempted me tuto mischief arg bow I made out; do not know what they meant y Officer James W. Hall sworn—Does not know of any cases where sergeants have demanded or oflicers have received money. Q. Do [ny recollect leaving five dollars in Birney's hands in the Mayor’s office one day, and saying you under- stood that the men were to divide with the sergeants? A. Nox recollect paying him three dollars that { borrowed, Just as I would pay any other borrowed money. uo Birney—Do you recollect the Pete Dawson case? es. Q. Did he give you ten dollars? A. No, sir. Q. Do phd recollect coming into the Mayor's office and sbaking hands with me, leaving five dollars in my hand, and baying that you understood the mon were to'divite ? No, sir. This witness was examined at some length as to what he borrowed the three dollars for; and, at the conclu sion, Mr. Bowen seemed to "think he had equivocated con siderably, he having represented that he sometimes used his own money for the purpose of buying policies to de- tect the venders, for which he was not reat by the city. Tho case was here adjourned to 11 A. M. to day, when further interesting developements are expected. TO THE EDITOR OF THE HERALD. Understanding that my namo was used to-day, on the trial of Mr. Wynkoop before Police Commissioner Bowen in connection With Mr. Stanley, to the effest that I asked Dim to get an indictment aganst me quashed,I beg to state that until after that testimony was givon I never saw or spoke to Mr. Sianley in my life, to my kaowledge. Mr. Stanley was introduced to me at 124 o'clock to day for tho first time, and from what I can learn of the testimony, the ‘statement of Sergeant Birney, as regards myself, is entire- ly falge and without foundation. It is rumored that fifty of the Afrindhs brought by her have been arrested in the lower portion of Georgia, but the story is doubted. Death of Charies Sampson, the Publisher, Boston, March 4, 1859. Mr. Birney then said—So I determined if I could to catch Stanley, and pretended that the evidence was de- stroyed, and then wanted him to pay me the money, Mr. Bowen-—What money ? Mr. Birney—The money for so doing which he had promised; he pretended that he had not got the money of the man and would not pay it; the evidence was in the Recorder's sate; [ afterwards called upon Brady, and he did not know of any money to be paid, or of any agree- ment with Stauley; he was very anxious that the indict ment should be quashed, as he liad gone into a respectable ‘business; I told lum to bring the evidence that this man had offered to compromise this thing, and I would see Mr, Wiunt and have him attended to, but Mr, Blunt was too busy to attend to it. The ship Vanguard, lying at Algiers, opposite this city, took fire last night between decks, and it is feared, will be wholly destroyed. She cleared yesterday for Cronstadt, and has 41,000 bales of cotton on board. Her cargo is doubtless insured inKurope. The vessel belongs to J. W.
