2 FINANCIAL AND COMMERCIAL. Faupay, March 4—6 P. M. This morning the House of Representatives passed the bill authorizing a re-issue of Treasury notes; the President ‘affixed his signature, and the bill became a law. Thus at Inst the great danger which so many have feared has been averted. There is no possibility that the United States paper will go to protest, and in all human proba- bility the government will now be able to pay its way til! Congress meets, without a fresh loan. The effect of the passage of the measure—which was known before the first session of the Board rose—will of course be favorable to the money market. It removes a very serious clement of distrust, which operated against all American secu- rities, not only at home but abroad. It will prevent a large absorption of money by the Sub-Treasury to the detriment of trade. It will keep the United States out of the market as a borrower till Congress meets again. In the present state of the market five per cent Treasury notes will be current at par, ‘and there will be no inducement for merchants to pay them mto the Custom House for duties; should trade resume its old proportions next fall, money would, of course, rise in value, and the outstanding Treasury notes wou!d gerve as a protection to the banks against ex- cessive demands for specie for duties. The first effect of the news of the passage of the bill was to cause an ad- yance of percent in the new government fives, of which sales are reported at 10834. Tho law will undoubt- edly give general satisfaction throughout the country, and will tend ina decided manner to aid the restoration of confidence and the recovery of trade. ‘There is no change in money or foreign exchange to ro- port. In Wall strect money is in excess of the demand at 4on call, though many Joans are allowed to stand out at 6. ‘The exchange bankers are asking 100% a 7% for sterling, and 5.124, a 18% tor francs; bilis are very scarce. The steamer of to morrow will take out some bars. ‘The stock market opened rather quiet this morning. ‘The unsettled condition of affairs at Washington tended to check operations, and the bears made good use of various minor matters to depress prices. As the call progressed, however, a decided improvement took place, The ofler- ings of the bears were freely met, and in almost all the speculative stocks an advance took place. Prices were maintained after the board,and were still higher in the afternoon. The business of the board continues small; there are no large cliques operating on one side or the other; and the public is only participating to a very modo- rate extent in the operations of the Stock Exchange. Should the present movements for a rise be conducted with as much judgmont a3 their authors have bitherto evinced; should there be no excessive attempts to rush up prices at the rate of two or three per cent per day; and should no unforeseen accident occur, it is likely that the public will gradually increase their operations. Very many months have elapsed since the public have taken any share in Wall Btreet operations. Itis not in the nature of things that this indifference should last for ever; the speculative elo- ment never dies; there are always men with money ready to speculate. If, therefore, stocks are carefully tended by those who have the matter in hand, and no panics occur to frighten outsiders, it is quite probable that, as the spring advances, we shail ind the public coming in company hastened to » eet, repudiated the action of thelr officers and withdrew elr pl. Breapsturrs.—Flour—The market continued to rule firm and active, especially for Btate and ba poe closing atan ad- gradually and taking hold of the few speculative stocks Which really seem to have a future. This morning State Btocks were pretty well maintained, though without ac- tivity; in the afternoon they were better. The most active of the speculative stocks continues to be New York Central, which opened rather dull at $0%{, but closed in demand at $13¢. Some capital is being made by the bears out of the tolls fight between Pennsylvania and New York; but they invariably sell so much sito. that they defiat themselves. The Western stocks were all rather higher, aud ip demand. The Michigan shares were both active—the Central at an advance of 5{, the Southern guaranteed at an advance of 3. We under. Stand that the latter road is now doing the lion’s share of the business, aud that the agreement for a divisioa of freights will not be renewea. Calena and Rock Island were steady Tlinois Central a fraction higher. Yacifto Mal, fiuctuated from 76 to 78, then back to 77, closing at that figure bid. The failure of the appropriation for the mail contract was known in the afternoon. It will probably facilitate a settlement with Vanderbilt. Tho coal stocks Bre steady; Cumberland is in fair demand at 24a 34. The managers are not communicative in reference to their business. The business in bonds was very light. The figures aro $3,347,001 imported, against $1,187,879 same week last year, and $1,278,546 in 1857; making the total import to date $24,430,813, against $9,612,225 in 1858, and $24,171,- 633 in 1857, The amount thrown on the market fell but little short of $3,509,000, and was more than double the amount thrown on the market during the corresponding week of each of the two previous years. Now that the tariff question is out of the way, merchants will move more freely, and the imports may be expected to inorease, The import movement for February was very large— larger than that of the same month in any previous year except 1857.
