In the etreet, the current rate continues to be 4% a 5, with an abundant supply at these figures,and @ very moderate demand. In the discount market thie best paper is done at about 6 per cent; very good four months paper goes at 634 a 7—lower qualities and longer paper at higher rates. A few parcels of specie may go out to morrow. ‘The stock exchange this morning shows some syrapsins of a revival of activity, though the commission brokers contirue to complain of the want of business, The settle- ment of the difficulties between the four great tailroads, ‘which was communicated to the public in thie morning’s eran, exercised a favorable effect on the market. Cen- tral advanced 34 per cent in consequence. We necd mot here repeat our conyiction that the compromise ean only be temporary. The true difficulty lies in the want of business for the four great roads; and whatever ‘compromises may be adopted, whatever restrictions self: imposed, whatever fetters each road may agree to wear for the purpose of helping its rivals along, there must ‘come a day when the fundamental principles of commer- ial competition will be asserted, and war declared to the Anife. Every hour that the compact lasts, injury is in- Qicted on trade and commerce. The Central is prevented by the compact from running cars as swiftly as it might ‘and as it ought. The Erie is bindered by the compact from carrying freight between the seaboard and the West 8 it can be carried by its Southern rivals. Inafew weeks, when the lakes are open, the Southern roads will find that the effect of the compact is to de- prive them of business, to the injury of the sec- tion they traverse. Every way, and everywhere, the compact works mischief to commerce and travel. The railroad companies state that to break it Would cost each of them $100,000 a month. Very likely But if they suppose that they can forever avert this loss— which has been produced by building superfluous roads in anticipation of fature traffic—by flying in the face of the principles of commercial competition, and by inflicting ipjury on travel and trade, they will find they are mis- taken. The day is not far distant when the compact must be broken, and the sword unsheathed, Meanwhile, let the roals do their best while it lasts. The reports from the Westera roads continue to be favorable. The carnings for the first three weeks of February on the Michigan Southern are said to be vver $10,000 in excess of those for the corresponding weeks of 1858; the prospect is fair that a large payment will be made this summer on account of the 20 per cent that will be due in August to the holders of the guaranteed stock. The Rock Isiand and the Galena ‘are both also said to be doing well. The stocks of all these roads advanced to-day. Michigan Southern guaranteed bas risen two per cent within the past three or four days. ‘Cleveland and Toledo has declined about as much; we are aseured, however, that the road is in a fair coadition, with good prospects of extrication from its difficulties. Illinois Central is firm at a shade above yesterday's price: no question of any consequence now remains unsettled be- ween the British and the American proprietors. A loan ef $750,000 has been obtained in London, and two-thirds of the money paid into the company’s treasury; the ba- ance will be forthcoming in a few days. It is under- that the remainder of the sum required—about 90,000—is being raised in London on pledge of bonds at five per cent. Mr. Richard Cobden, who, we believe, is the largest shareholder in the company, arrived in the Canada. The stocks of roads nearer home are steady.
