ACTION AGAINST A CITY RAILROAD COMPANY. ic vs. the Second Avenue .—This was an action to recover da mages for injury done to the plaintiff's child, a boy about weven years of age, by running over him aud breakiog hhis arm, which had subsequently to be amputated. The fase was tried once before, but the jury then could not agree. On the present trial there was a verdict rendered for the plaintiff for $869 50. ‘The calendar for this Court is—Part 1. The Mariue Court adjourned early. ‘The litigants were, Perhaps, too patriotic to go to law on the anniversary of birth of Washington. FINANCIAL AND COMMERCIAL. Torspay, Feb. 22—6 P. M By the arrival of the Cunard steamship Africa, at this port, we have our London files to the 4th inst.; the points of the news were, however, anticipated by the telegraphic summary of the news by the Prince Albert, from St- Johns, N.F. It appears from the papers that the decline im consols was less due to those sections of the Queen’s speech which refer to Mexico than to the omission of any positive ascurance with regard to the designs of the Em~ peror of the French upon Italy. It was expected, it Beems, that the Queen would state positively what the views of the great maritime nations are; her omission to do £0 leads to the inference either that the British Cabinet Bo longer enjoy the confidence of the Emperor of the French or that it is not deemed safe, at present, to let Par- Hament and the public know what is brewiog. Pri- vate letters from London, from parties usually well in- formed, state that the speech has caused great uneasi- ness in financial circles, and that, considering the Preparations which are being made by the governments of France and Sardinia, very little hope now remains of maintaining peace. It is considered very improbable that, in the present state of the French fluances, the Em. peror would go to the very large expenses be is incurring to put bis army, and even his navy, ona war footing, if nothing was to come of it. Still, no overt acthas yet been committed which closes the door to a comprom'se between Austria or her opponents, or even opens an actual warlike issue. The various public securities of Europe were depressed by the Qneen’s speech. The Frei rentes declined from 68.35 to 67.40; and the Russian, Aus- trian and other national gecurities were dull and lower on the London Exchange. The new Austrian loan is quoted nominally from par to 14 premium. ‘Mexican stock rose from 20 to 20%, a 34 on the strength Of the Queen’s assurance ¢hat the rights of the bondhold- €F8 Would be protected by force. It is understood that after March lat a new system will be put in force at the Metropolitan Bank, by which all State currency will be taken at that institution at a discount of 4 per cent, and New England bills at a discount of 1-10th rer cent. The dividend of four per cent on the stock of the Oswe- go and Syracuse Railroad is now payable by the transfer agent, Henry A. Advices from Washington to-day leave little room for doubting but the Dill for the reissue of treasury notes will decom a law. With this aid it seems to be expected that Mr. Cobb will be enabled to work his way through the summer without requiring any new loan. This supposes that the imports wHl continue to increase, and that there will be in the summer and autumn no reaction from the spring activity. The hopes of a remodelled tariff, which ot ‘one time were entertained by the friends of we govern ment, now seem to have been abandoned; the shortuess of the time left for deliberation precludes the probability of members agreeing upon any compromise which could be acceptable to a majority. The amount of treasury notes now outstanding is supposed to amount to ab 000. Uf these ihe notes bearing 43, and 4 . current at a discount of 20 cents, and are bought at thi price by brokers, who sell them to importers for duties at a discount of 25 cents, The new notes, it may be presumed, will bear five per cent interest. At a less rate of interest the department would find it diMeult to get rid of them; and, from present appearances, government motes bearing five per cent interest are not likely to fall much below par within the next twelve months, Should the country re vive as rapidly as some people expect, it may ne fairly assumed that one half the amount authorized—which of course will be $20,000,000—may be puid off in the course of the year 1860, leaving a floating debt of an equal amount for the following year. ‘There is no « r money market.
