a FINANCIAL AND COMMERCIAL. peer tecka ft ‘ ‘{® possession of Buropean dates to 0 leading point of the news is tho fact that the want of confidence in ‘We maintenance of peace has rather increased than dimi- ‘aiahed. The policy of the Emperor of the French had ac- ‘Waally caused @ revival of the panicon the Paris Boarse. Por the three or four days which followed the departure @f tho last Cunard mail steamer there was a steady and progressive recovery; on the 10th ult. discouraging news from the Conticent again began to be received. Consols, which closed by last Cunard steamer at 9534 a 5, rose to 963, a 3¢ on Wednesday, 19th, and closed on Friday, 21st, @ 95% a % for money and account. The Paris Rentes ‘elosed , same day, for money and account at 68.95. All the ‘eorrespondents concur in stating that the preparations for Roatilities were proceeding with unnsual vigor; the French corps @armée were being stationed at suitable places for a ‘Simultaneous descent upon Piedmont, and the Cabinet of ‘Whe King of Piedmont had taken measures that would ut- Uerly stultify it if war were not declared in the spring: Money was not changed in value; loans were still made at the rates Inst quoted. The Austrian wovernment was in the London market for a Joan of $30,000,000. ‘The Bank of England had ost moncy during the week, Cotton was dull, and to effect ales holders were obliged to make a concession of 1-16th to meet the views of buyers. Breadstuffs were ex- tremely dull, without inquiry of apy kind. Provisions are quoted lower. ‘The return from the Bank of England for the week end- ing the 19th January gives the following results, when comyared with the previous week :— {081 29, Government securities, £10,608,807.. It would appear from this that, notwith- standing the movement of specie from the banks into the ‘Seb-Treasury, and notwithstanding the unsettled condition of political affairs in Europe, notwithstanding the enormous ‘bank expansion, and notwithstanding the probability that Jarge sums of money will be taken out of the banks by pablic loans in the midst of an active business season, the Danks are actually increasing their discounts, Each insti- tution, it would seem, has felt confident that its neighbor would retrench, and has itself, while raising the rato of iecount, actually increaged its loans weekly. A dimina- tion of $3,500,000 in specie and deposits, coupled with an increase of $1,260,000 in loans and @irculation, may well create alarm, and justify wonservative men in desiring the establishment of some ach check on the grasping tendencies of bank managers af a dullion bank. The bank loans of this city now ex- ceed one bundred and thirty millions; this time last year they were only $103,000,000. The highest they rose dur- img the highly epeculative year 1857 was $122,000,000 on Sth August. At that time trade, industry and enterprise were stimulated to the utmost; now trade and industry are only just beginning to revive, and enterprise has not yet re-awakened from the lethargy caused by the crisis, We can only repeat what we have frequently said before: ‘the New York banks were in a great measure the cause of the crisis of 1867 by their unwise expansion; they are now more widely expanded than they were then; let them look to it that they do not again do the community a mischief. The Judges of the Supreme Court may not perbape care to strain their consciences twice in so ungrateful a cause. Money is without change. None of the banks are lend- ing on call under six per cent, and as a general rule no Paper is done at bank under 6a 7. Private bankers still eentinue to lend on call below these rates, on undeniable security to reliable borrowers; but it is well understood that amounts so lent are merely put out for a day or two, % make a few hours’ interest, Money was in fair supply to day among the brokers at six, and at the discount houses at 6 2 7. Exchange is quict at previous rates Bankers are holding at 109; a 3. The non-arrival of the steamer created intense du!ness in the stock market. Poth parties eeem fixed in the be- lief that the rise amd full of stocks will depend on the complexion of the news, and are prepared to act accord- ingly. It is not easy to perceive how the military arrango- ments of the Austrians in Lombardo-Venetia can affect the value of Harlem preferred; tbe parties who buy and sell that and other stocks, however, are more anxious at present for news from Lombardy than for anything that can emanate from the offices of the companies. There was ro activity this morning in any stock dealt in atthe board. The United States loan was dull at Satur- day’s price. Missouris were a shade higher. Harlem preferred was pressed fur sale, and declined 34 a 1%. New York Central was quict and rather tame at Iast quota- tions, Inthe Western stocks there was no change. Pacidic Mail was freely offered by many brokers; the difference be- tween time and cash sales is fully two per cent. Reading was quiet and steady. In the afternoon there was no business of any consequence except in Pacific Mail, which was freely offered by the bears at large differences from the .tash price; and in Panama, which was pretty steady, though vigorously hammered with sellers’ options, After the board prices were generaily rather lower: the mar ket closed unsettled.
