A Pilot Chyare of the Brazilian Coast, ‘THE FRENCH ANAIRAL DE CHABANNES TO CONSTRUCT A OBART OF THE PRAZIAAN COAST—LEPTER OP ‘THE ADMIRAL TO COMMANDER MAURY—THB AID OF AMKRICAN SHIPMASTERS REQUESTED. To Smrmusrens wv THE SOUTH AMRRICAN TRADE WHO ARE CouxcrinG MATERIALS FOR THE WIND AND CURRENT ‘WASHINGTON ORsERYATORY, Jan. 12, 1859. Admiral De Obabannes, of the French Navy, bas, as will be seen by the subjoined letter, undertaken to construct, upon a large scale and with great minuteness, a series of pilot charta, or rather of pilot tables, of the coast of Brazil, which promise to be of great value to the practical navi- gator, Toenable that distinguished officer to carry out this admirable plan, vast numbers of observations will be required. American navigators will reap largely of the Denefits resulting trom such a tabulation, whatever they may be. I therefore request that those trading to the Brazils or ‘the river, who are co-operating with me, will have the Kindness to contribute each his mite to this undertaking, ‘by sending to the Admiral, care of the French Consul at Rio, extracts from their logs for so much of the voyage as may Ue between the line and the river. ‘The extracts should differ from the abstract log in this: ‘The abstract log requires the winds to be entered three times a day; these extracts shovld give them for every = jgators who were formerly in that trade may help ‘on the good work by making extracts from their old logs. FRIGATE 1’ ALCBSTE, Roap oF Rw pe JANEIRO, Oct. 30, 1858, To Commasven Maver, Dingctox oF "THE OBSERVATORY, Thave frequently bad occasion to recognize the utility of tie Wind Charis that the British Admiralty has published, and which are nothing more than a recast of tne Pilot Charis that are contained i your admirable work of the ‘Sailing Directions.”? T have made use of them chiefly on the coast of Brazil, and have at the same time recognized—1, That the squares of 2 degrees longitude by 4 degrees latitude con- tain spaces too extended, especialty for navigation within 100 leagues from she Coast; 2. That the wind stars being traced with different scales for the divers squares, inspection of the chart alone does not suffice for ‘the obtaining of a suificiently exact appreciation ef the duration of the winds, aud that itis necessary to make a proportion before attaining comparative results. 3, That the distribution of winds by trimestres ig not sufficiently detailed for the uses of navigation. These remarks have Jed me to seek the means of extending the work of the British Admiralty’s wind charts of the coast of Brazil by | bringing observations to bear on squares of 1 deg. of | longituce by 1 deg.’of latitude, and foreach month sepa- rately, a8 you have done in your ingenious pilot charts. T take Vberty, sir, tosubmit my preject to you, with the hope that you will aid me with-your advice. ‘The great example you have given to the world, by tho elevated tone of your ylews, by the immensity ef your labors, and” by the amuluplicity of your re- bas stimulated the ardor of ali those who are interested in the perfecting of navigation; and I should be fortuvate if, to never so slight, an extent, and in @ small portion of the’ globe, I should be'able to add any- thing to the data you have given to sailorsof ali nations ‘who traverse the oceans, My intention is to determine what are the winds that revail from Cape St. Roque to La Plate, extending to one story agues from shore, for every inonth of the year, and by squares of one degree longitude and one degree Jatitude. I shail not adopt eight houre as the unit of time, but» one hour, and I will seek how many hours during each month the different winds blow. ‘The results whictt I sbal! find will be inscribed in tables, which wiil contain everymonth of the year for each ‘square. So I shall ve 48 many tables as there are squares—that is to early two hundred for the portion of the at laude which 'T wish to explore, and the whole will fornia poemating which the navigator will find easy to mBult, and which will indicate which route he should follow to obtain. the best chances fer a favorable wind, and to make his the shortest passage. A chartaccom: panying the pamphiet will indicate the position of each Square. such, sir, is the work I have undertaken, and for which Ineed @ large number of observatians. ‘I have already commenced, by means of the logs that I have been able \ procure here. The Brazilian Admiralty has placed at ay disposal all those of the vessels of the imperial navy hich have cruised on these coasts during the last twen- ps five years. I wish to obtain as many as possible of other bay nd if, amidst the innumerabie documents Fou have bad (o ccsult in the construction of your pilot charts, css to those which relate indicated, you would service by procuring me thi servations. I wou obliged to you for your advice on tais head, NEW YORK HERALD, SATURDAY, JANUARY 15, 1859. ‘Wo the interests of commerce, It is well known that, throughout the year 1858, the banks have discounted paper which they would not have looked at in ordinary times. They bave likewise gone largely into the business of lending money on stocks. The amount now lent om stocks by the several banks of New York must be very large indeed. We need not stop to demonstrate the in- jurious tendency of bank loans on speculative stocks, or the mischiefs caused by speculations fostered by bank support, The banks themselves would not undertake to justify their conduct on any other ground than the ne- ceesity of earning dividends. ‘The public will, therefore, sce with pleasure the pros- pect of a-more active money market, and of a cessation of astate of things which implied commercial stagnation and activity only in the fancy stock market. In afew days the government loan will reduce our bank reserve to a moderate figure, and within a few weeks the necessities of commerce will absorb a large proportion of the capital now idle or used in call loans, Under the circum- stances, many pergous expect to see a seven per cent money market in April, and it is possible that they may not be disappointed, To-day several ygmmey brokers report rather more de- mand for m¢ ut, however, any material change in the rates. ABOLITION OF THE GAME TRADE—ADVANCE IN TIE PRICE OF POULTRY—SCARCITY OF FISH—SHAD IN THE MARKET, ETC., ETC. We omit this week from our list of retail prices all quo- tations of game birds, for the reason that the trade has been almost entirety cut off by the recent regulations of the Board of Supervisors. Dealers are afraid to sell for fear of vexatious legal proceedings, and the forwarders find their market almost entirely cut off, so far as game is. concerned, except what they can sel! to hotel and board- ing house keepers sub rosa. Tens of thousands of sports- men and game trappers all over the country suddenly flad their best market fail, and the lossto many of them must be very serious, as the trade gave employment to a great number of persone, Neither veuison, wild duck, prairie hens or quail are to be seen, but those who are known to the dealers can doubtless procure the forbidden articles at a fair price. In consequence of this sudden cuttiog off of this trade poultry has advanced In price, and is now quite dear. In fact, there is but little of it coming to mar- ket.
