THE LATEST NEWS. AGleivé in Washington, ‘THY. POSIM AMER OG: 8 SUGGESTIONS —ARIZONA + TERRITONY—THE PURCHASE OF CUBA, BTC. Wasitineron, Jan. 14, 1859. ‘The Porwmaster General, in reply to the resolution of ‘the Senate inquiring whetber the department can be made -gelf sustaiving, says that In no case bas the existing service been raised toa higher grade, or more frequent ‘mails been grofted, than the Increased growth aud busi- nces of the cities and settlements through which they pass gcem fairly entitled to. It is evident that by a diminution sof the service ihe self sustaining of the department can sunquestioval!y be secured, but it is worthy of much con- sideration whether that would not leave the mere skeleton of a portal cervice, commensurate with neither the ‘business nor the social wants of the country. The Postmaster General states that under the postage law of 1845 the revenues and expondl- dures wore wbout equal. Since the passage of the law -of 1851, fixing the present rates, the excess in expendi- tures Las been regularly and largely increasing. ‘These fuety obviously suggest, if Congres: 's determined to make the department. self sustaining, that the surest means 0 doing so would be to return to the law of 1845, or five conis postage for distances under, and ten cents for dis. tances over 2,000 milee—-hence he fayors the passage of a bill introduced into the Se a former session. ‘This together with his suggestive amoudment im regard to the amode of inviting propozals for carrying the mails and gubsti- tuting postage stamps for the franking privilege, would ren- ‘dcr the department self sustaluing in all that relates to its “regular and proper operations, ‘Pwo sets of service were culled into ¢xistorice by reasons of State—one the Pacific, the other the great overland route to California, The Fy Tr, alier Gedvuling Whe postages, wil cost $978,555 per unnnm, aid the Jater, Whenthe Salt Lake line sitall be 52,500,600, for which there will not probably be suMlicient postage revenue to pay. ‘The House Commiitee on Territories to-day ordered that tlie bill for'the Grysyization of Atizoua be reported with the boundaries asked for by the people of the Territory, through their delegate, Meutenant Mowry, namely, all the territory ® jie} of Jatitnde north thirty threo degrees furty minutes, from Texas to the Colorado of the he pili ig excowding'y simple in its provisions and ia bly the shortest territorial amed, The new ontain About 109,000 Square miles, and, 150,000 population, Arizona plover sia The House Commitice on oa Affairs today agrood ¢o joport # bill similar to that of Senator Biidell’s, Lt pro- poses to place ia the bands of the President thirty mil- Lions of doliay for the purchase of C The yote in Hopk Clay, Barkédaie, @yuinst it Moser wilt be s toluor and Royce, asa mojority report. Messrs. Ta the corse of the discussion, Mr. Doorrrrtx, (opp.) of Wis., submilted an amendment providing wat uny coi tract made by the President be subn ited by him to Con- gress, and tike effect only by joint resolution. Mr. Tacainers, (orp.) of Ti, supported Mr. Doolittle’s amendment, insisting that untess some provision was adopted, taking from the Presinent the deilnite selection of the route, the bill could not pass. The ene- mies of avy road had united with a few of its friends aud rejected the amendments to limit the lino of -the road toa central route between the parallels of 34 dog, and 4% dog., thualeaving to the President, not to the contractors, as SOME Sty sh the location of the route, ‘A majority of the friends of a Pactiic railroad would novee give such discretion to the President after the exporionce we have had in the location of the overistd mail route, Mr. Tuomsox, (opp.) of Ky., also opposed leaving the location of the route to the President. In making the contracts the President might resemble the man who went to Jori- cho and fell among robbers. It was time this bill was killed outright. It has lived long cnough.
