It is calculated that the various States of the civilized world will need, from present appearances, loans to the amount of some three hundred millions of dollars during the present year,’one-fourth of which will be required by the United States. and the several States of the Union. Should wars, or other unforeseen casualties occur, this amount woula be proportionably increased. Should any of the great schemes which have been so long agitated— such as the Suez Canal, the Pacific Railroad, the Hondu- ras Railway, the Atrato Ship Canal, the proposed exten- sion of the railway system throughout Russia and India, &e., &.—be carried out, the sum required will be 80 much the greater. But if none of these projects are prosecuted, and if no accident or breach of the peace takes place, the amount needed, from preent appearances, will be at least three hundred millions of dollars; a sum which, taken out of the pockets of people who have not done a prosperous business for eighteen months, cannot but create very marked pertar- bation in the money markets of the world, But, large as the public loans will be, it is quite doubt- ful whether in this country they will exceed in amount the exigencies which must grow out of the railway sys- tem. It has been estimated that some $20,000,000 of ratl- way bonds mature this year, and that $10,000,000 of them will be honestly met in one way or other. Besides these, ‘the revival of business on the great roads will necessitate animmense outlay for repairs. Most of the leading roads in the North were originally so slightly built as to réquire repairs every year; and latterly, under the mistaken policy of putting a stop to repairs, by way of economy, very many of them are really not in a condition todo a large business if it were offering. We have seen, for instance, that the New York Central di- rectors spent during the last fiscal year about $500,000 Jess for repairs than was apent during the fiscal year 8d6-7, designing to keep up their regular four per cent semi-annual dividends. at whatever cost to the road. Of course this policy reacts with extreme severity. Tho eco- nomy of $500,000 practiced by the Central lust year, will involve an outlay of $750,000 this; and as the policy of the Central has been the policy pursued by the bulk of the roads last year, very large loans will be required by them as soon as there arc symptoms of a revival of bu- sinese. ‘An attempt was made to-day by some parties who have lately been buyers of stocks to realise, and the market gave way in consequence. ‘Tho calculations which were made by shallow observers with regard to a great outside epeculation at this period, required, to justify them, that there should be already some outside buying to sustain the market in its upward coarse, Tustead of this, the commission brokers generally report that they are selling more shares for outsiders than they are buying; and the decided softening of the market to-day shows how lite support it has outeide of a few speculators withia the board. The ouly prominent stocks which were partly up- held to-day were New York Central, which is sustained by the leading operator, and Reading, which is freely taken by the broker who is understood to represent the Philadel- pbia interest. Other stocks were generally from » a1 per cent lower. The Michigan shares were nearly 1 per cent lower. Against the Central a pending dispute with the Detroit and Milwaukie is effectively used by the bears. Lilinois Central is 34 per cent lower, and dull at the de cline. Rock Island and G were borh about one per cent lower at the close. All these roads coatinue w do badly.
