From these papers it will be seen that two distinct propositions have beca placed before the government. The proposals consist, first, of communications from Messrs, Hitchins & Co., agents of the New York and Cen. tral American mail contract lines; and secondly, of a pre- posal from Messrs. George Solomon & Co., merchants of Kingston, offering on certain conditions to establish a new line of steamships for express traffic between the United States and the island. Messrs. Hitchins’ application assumes two forms. Under date the 27th September they propose to deliver, throagh the steamships of the Ameri- ean line, with which they are connected two mails each Bix tenes Kingston and New York, on payment of £100 for each mail coming and going—that is to Ray, £100 to be paid on the delivery of each semi-monthly’ mail within seven days from its departure from New York, and another £100 on the reported delivery of a semi- monthly return mail at New York.
