The principal topic of discussion among financial men is the now government loan. ll parties agree that the lean willnot sell as well as the last, and that its rate of sale might have been higher had it been issued earlier. The Stock Exchange was very dull and depressed to day, the only exceptions to the general decline being some ‘of the State gtocks, and Panama, which was stronger. The mnoet prominent stocks dealt in at the board were the West- ern roads-—chietly Galena and Rock Island—both of which declined heay ily. Rock Island at one time touched 59%, but recovered to 6) at the close. The Michigan shares wore rather steady, Reading was active at yesterday's prices, New York Central was neglected, and did not vary much. Ilinois Central declined two per cent, the best bid at the close being 66, whilo the bonds were offered at 87. We have resson to believe that the affairs of this company are by no means in the desperate condition in which they are represented by parties in the street. The amount of mo- ney required next year will be less than $900,000, which could be raised by an assessment of $5 a share on the stock. The English holders, however, pretor to raise the money by the sale of bonds; we believe that they are prepared to do so without delay, taking the company’s seven per cent mortgage bonds at 100 cents on the dollar. The English shareholders are quite able to take thes: bonds, and divide them up among each other; it is their fancy to do so rather than to) ay fresh assessments at present.
