A communication was received from Dr. Charles Van Alen, applying for permission to treat patients in the Almshouse suffering from diseases of the lungs by a new Process and without remuneration, agreeing to report the Board if his experiments should prove successful. There was considerable difference of opinion as to the Propriety of permitting Dr. Van Alen to experiment on the patients. Governor Towssexp Was of opinion that the application should be denied. The patients in the Almshouse were under the care and treatment of skilful and experienced medical men, and if these gentlemen failed to effect a cure i would be cruel to expose the unfortunate patient to the ebances of tresh experiments, Governor B. &. Puyaxnsy thought Dr. Van Alen should be permitted to try bis experiaasota. At Bellevue Hospi- tal the young surgeons were permitted to make experi- ments, and perhaps it would be as well to permit the same thin, Ncme of the Governors defended the practiee of the young surgeons at Bellevue Hospital, who always operated ncer the supervision of their superiors. Fresr or Wintek.—To-day, according to the almanac, is the first of winter, although, from the indications of the thermometer, the season of frost and storms has been with us for some time. The city has put on its winter ; there is snow on the house tops, ice in the gutters, andan abundance of mud in the streets, which last are passable only when there is a heavy frost. Winter opens With us under favorable auspices as compared with last year; the poor have more work, business is better, the marts of commerce have a thriving appearance, and the fay season has opened brilliantly. The Opera was never more dourishing, the theatres, as a general thing, are doing weil; while public balls were never more numerous then th to be this season. All the leading pub- lic halls have been hired for months ahead; and a number of splendid military and civic soirées dansante are on the tapis. Altogether, we Gothamites can allurd to look win- ver in the face bravely, as it brings with it increased home comforts and all the pleasures of the gay season. It isa commendable idea, and one which, if more extensively practised on board of American steamers, would sa\o the public press the necessity of reverting 80 frequent’y to such disasters as that of the Austria. _ FINANCIAL AND COMMERCIAL. The news from Europe, by the steamer at Halifax—of which the points are a slight increase of specie in the Bank of England, a slight advance im consols, a decline in the Continental exchanges on the London market, an im- provement in the demand for American State stocks, 4 advance in cotton, and no lower prices for breadstuils— has naturally been construed favorably by the operators in this market; and though none of the above items a‘fect the intrinsic value or prospective popularity of the specu lative railway stocks of the day; though the most reliable of the English brokers distinctly state that the ahimation caused by the news of our late speculative excitement Were Was Conflued, in London, to State stocks, and had not affected railway securities; a small though mu:ked ad vance in some of the most active of our speculative stocks wok place this morning. There was no buying for invest- ment; but several speculative brokers entered the mar. ket as buyers for a short time, and caused prices to ad. vance. If any confirmation were required of the views lately Presented in these columns with regard to the tendency of the policy pursued by the New York Central Railroad, that confirmation would be found in the semi-ofticial statement Published in advance of the annual report, in a morning cotemporary of this date. It is therein stated that the ac tual working expenses of the road for the fiscal year 1857-"58 were only 63.42 per cent against 55.4 last year. In other words, it is boldly asserted that it cost the Cen- tral 55 per cent to earn eight millions, but only 53 per cent to earn six millions and three-quarters. During seve ral months of the year in which we are given to under Stand that this reduction of expenditure was effected, the Central was carrying on a war with its rivals, the Erie, Pennsylvania and Baltim re and bio, and was carrying freight and passengers at half the usual rates. Daring the whole of the year in which this reduction is said to have been effected, freights have been unusually low, the rail road having been driven, by the competition of the canal and the low price of grain, to choose between carry ing freight at cost, or a shade above cost, and letting its cars tie idle. For instance, in the year 1856 the Central received an average of $8 26 per ton for ihrough freight from Buffalo to Albany, and ¢v or" ton of such freight a the road, according 10 ite wa statoments, $4 29 10 carry it from Bufo 10 4” soy, pesidon the cost of permanent repairs tot x ‘This year the Central has beca carrying 26°" ‘som Buffalo to New York—not Albany—for 48 cents per barret, or $4 21 per ton, and ont of that sum has been paying freight ou gaid flour to the barges which conveyed it from Albany to this city. Vet it is om a business of thir character that the Central directors desire the public to believe that they are earning 8 per cent per annum, and running the road at less expense than heretofore, If the Central Railroad Company have made any money at al! this year by carryimg heavy freight in competition with the canals, they have done a great deal better than th: most experienced forwarders are willing to believe; but to pretend that, while they only received this year @ 21 for « service which yielded them $4 26 in 1866, they have earned more money relatively—that is to say, have earned $1 at a cost of 533, cents this year, whereas it used to cost them, in 1856, 555, cents to carn a dollar, i* presuming rather far on public credulity. Nor can it be argued that the Central's losses on the freight business have been made up by gains from the passenger traffic, The passenger business of the Central culminate) in 1854-5. Surely it would have been better for the Central Company, and for the railroa:! interest generally. not to have drawn #0 very largely ov public credulity at the present critical time.
