Speowlative Mania of the Russians——Scheme for the General Establishment of Primary Schoola—The Black Sea and Mediterrancan Steam Navigation Company—Extension of Rusrian Naval Stations—Fresh Steam Navigation Pro- Jects—Russian Successes in the Caucasus, de., dc. ‘The speculative mania that seized upon the Russians im- mediately after the close of the late war still continues at its full heighth, The number of companies and associa: tions of every description that have sprung up in these last two years is quite wonderful. It is true moat of their projects only exist om paper, but the shares are disposed of without difflculty, and command a premium even be fore the first steps are taken to realize the objects for whieh they are issued. These speculations are not con- fined to railroads, steam packets, banks, manufactories, and similar matter-of-fact undertakings; they embrace even literary and scientific objects. An association has ‘Deen recently formed for the purpose of diffusing educa- tion, by founding libraries and cabinets de lecture in every town and considerable village of the empire; by publish ing standard works, original and translated, at low prices, ‘and encouraging authors of repute, by premiums, to write books of amusement and instruction for the masses. Great expectations are entertained from this enterprise; but it appears to me that an essential condition for its success has been overlooked—before the people can enjoy the benefits of cheap literature they myust first be taught to read. Very likely, however, while Jam writing this, an association may have been set on foot for establishing primary schools throughout the em pire, which would certainly be of more practical utility than ali the other projects taken together, though it is another question whether it would be particularly lacra tive. M. Kokoreif, the patriotic merchant of Moscow, would be the man for such a scheme, but it is doabtful whether evcn his millions would suffice’ for so gigantic an undertaking. When the Ministry of the Crown Domains was organized under the reign of the late Emperor Nicho. las, one of the duties assigned to it was the establishment of Village Schools; but as yet, in spite of all the efforts em ployed, out of the one hundred thousand villages com. prised in these domains, not one in ten is in possession of such an inetitation. Of all the new associations just alluded to, the Black Sea and Mediterranean Steam Navigation Company has ex cited the greatest interest, and has attracted the notice of Europe, not ¢0 much by its commercial as by its political importance. It has now been in existenee for more than ar, and thanks tothe mileage granted by goverument, sbarebolders have already received a dividend of six nt, Besides the ports of the Black Sea, both Rus per sian and Turkish, its regular trips include Constantinople, Athens and Marseilles, aud they will be extended next sea son to Alexandria, Trieete, Algiers, Cadiz, &e. The first step towards extending its sphere of action was made in 1852, by sending Admira!
