I cannot say if he is jesting or no; he talks very much like a man that is in earnest, and there ap- pears something like the movement on board his ship to earry out such an intention. The Commodore tells us that he does not intend to trouble the thousand and one demagogue diplomats of the country, and “ our folks understand this business much better than some folks, and diplomacy is not at all needed.”? A desperate black rascal from Jamaica, who calls him self Ben Walk, has been discovered in sundry little pecca- dillos lately—such as mistaking other people's houses for his own, and lifting where a lift could be made—was at Jength summened to answer before the English bogus go- verninent. The most important item of news from the capital is the Gecision of the Supreme Court of the Confederation in the matter of controversy between the government and the Panama Railroad Company, as to the particular time at which the road was completed. The decision is in favor of the government against the company. The former bas all along insisved upon it that {ke road was completed on the Sist of January, 1855, ‘while the latter have contended that it was not in reality thoroughiy completed until September of this present walt inasmuch as all the bridges, in the construction of hich immense sums of money have beon expended, were not built until the latter period. A revolution broke out in Guaymas about the Ist of October last, caused by the local authorities baving sold some of the lands belonging to the Pueblo of Guaymas, which was entirely against the wishes of a great portion of the people of the place, who declared that the authori ties tin suine passed, the authorities contending that they had the right to sell and would do so. The people armed themselves, took possession of the forts, the town, and imprisoned the Prefect, the Judges of the First and Second Instance, and some of the Councilmen, threatening to shoo! hem if their demands were not acceded to and ts respected. This the authorities pledged 8 to do, and were liberated. © few days afterwards, the authorities not moving fn the matter, the people again took possession of the fort back of and commanding the town aad the road entering the town from Hermisillo, and threatened to take the authorities and shoot’ them if they did not fulfil their pledge. After some considerable negotiation, during the day the people agreed to give the authoritios until the evening of the 10th to do as they had promised. POUSLAND—THE GUILTY PAR TIES TO BE SECURED, ETC. J left Ban Francisco on the 17th July, im the ship John Eiliot Thayer, owned by Benj. Bange and Nathan Thayer, of Boston. 1 was bound for Patos Island: Gulf of California, for a load of guano, stopping on my Way at Mazatlan and Guaymas for orders. We arrived at Patos islands on the 20th of August, nothing material having ovcarred on the pw On the 13th of Septem ber, after having taken in about three hundred tons of guano, at one o'clock in the morning the ship was dis covered to be on fire in the forward part of the upper between decks, near some thirteen barrels of pitch which Were to be used in caulking the ship outside. All band hhomediately went to work t endeavor to extinguish the fire, and water was passed rapidly between decks for that py the wa tenth of our cargo in. Thus far, the only company which has had the courage to publigh its receipts fur the first week in Novewber has been the Michigan Southern, which earned $37,429, against $49,248 last year, showing a falling off equal to $11,818 for the week, The Michigan Southern, as we have bad freqnent ‘ocefision to show, is really in a better condition than most of the Western roads, having a gecure share of business, ‘and being conducted on the most thoroughly ecouomical principles. A decline of 25 per cent in its business im- plies a decline of 40 a 50 per cent in the earnings of most of the other lines between the seaboard and the West. When it loses 25 per cent of its earnings, and the Galena 59 per cent, what must be the condition of New York Central, which relies on the West for business, and which cannot afford to practice the economies now m use on many Western lines? Its prospect seems so black, considering everything—the low prive of graia, the large supply here, the chance that there will be no passenger travel to sp< of this winter, the present heavy decline in business, and the possibility of a rupture, ut any moment, with the Er that many persons consider tho February dividend jeopardy. This was the feeling which avimated the mar- ket today. New York Central opened at 84, the closing price yesterday, but the supply from the commission * brokers being large, the price gradually declined unt} at one moment the stock touched 827%.
