From three o'clock numbers of persons prooseded to the Navy Yard, anticipating that the grand salute to be Bred by the North Carolina would come off, and that they ‘would be gratified with a sight of the Niagara; but owing to the state of the tide and other reasons they wore dis appointed, The salute was fired whilat the Niagara was coming up the river, +nd was witneesed by # large num- ber of spectators. The wharf atthe yard was filled by Indies and gentlemen, who patieat'y awaited the arrival of the frigate. On board the North Carolina a great sen- ration prevatied. Smith, Mr. Robert Simmons, Edward Fick, and Mr. George Jones. Mr, Cyrus W. Ficld was also present, and was heartily greeted by the officers of the vessel. Captain Hudson courteously invited the gentlemen to the cabin where he ‘was warmly congratulated. The deputation was then rowed across to the Navy Yard in the boats of the North Carolina and Niagara, where carriages were in waiting, and Captain Hudson, Mr. Field and the entire party were driven to THE MANSION HOUSE. It was arranged by the citizens of Brooklyn that Captain Hudeon was to receive his welcome home at the Mansion House, in Hicks street, where be and hie family boarded, Acocrdingly the Mansion House was brilliantiy iuminated, and the flags of Eogland and the Void States floated across the street. The steam frigate Niagara, of the Atlantic tele- graph fleet, arrived off Sandy Hook about daybreak yesterday, where she lay until the returning flood tide enabled her to come up to the city without danger of accident. She came up to town during the afternoon in gallant style, and reached the Navy Yard about dusk in the evening. Her progress up the bay and along the East river was greeted by salutes from the forts and shipping, and the accla- mations of thousands of spectators who lined the shores. The water was covered by fleets of small boats and gaily decked steamers, while the vessels at the wharves were decked in all their holiday bunting. On the the arrival of the Niagara at the Navy Yard she was boarded by a deputation of gentlemen, who cordially welcomed Captain Hudson and his officers. The entire party subsequently proceeded to the Mansion Mouse, where the formalities of a more formal reception were gone through with. At a later hour, at the Brooklyn City Hall, the party en- gaged ia the expedition were enthusiastically wel- comed by the city authorities. These events are all fully described in our columns, with reports of the speeches of Mr. Field, Capt. Hudson and others on the occasion. We also give a complete history of the voyage of the Niagara, from her departure from Ireland until her arrival at this port, wherein is minutely described the incidents attending the sub- merging of the cable, together with the reports of Mr. Field and the Chief Engine-r. A shocking tragedy oecurred in How’ton street an Tuesday night, the particulars of which ave narrated elsewhere in our columns. The circumstynces in brief are that a young German couple, named Valen- tia Cuiger and Philip Morganbeimer, between whom for some time a tender attachment had existed, fell out, jealousy being, it is supposed, the cause. They had taken a promenade to view the illumination, and on returning to the home of the young woman, her lover deliberately drew a pistol from his pocket and shot her in the left breast, causing almost in- stant death. Morganheimer then proceeded to hia residence in Sixth street, and shot himself over the left eye, inflicting a wound which caused death in a short time. The Board of Ten Governors held their regular bi-monthly meeting at Blackwell's Isiand on Tuesday evening. The business transacted comprised bat few particulars worthy of mention. A resolution was passed agreeing to inake provision for the recep- tion of Protector Engine Company No. 22 and Engine Company No. 2, of Hartford, Conneo- ticat, and to extend to them the hospitalities of the Board on the 23d instant. The retorn of inmates in the public institution showed number of 6,410 re- maining up to the 15th of August, being an increase of 823 on last year. We give elsewhere full particulars of the City Hall fire, also the statement of the bell ringer as to the manner in which he first discovered the flames The entire upper part of the centre portion of the building is destroyed. The loss will not fall short of $50,000. A large number of public documenta were destroyed which can never be replaced The committee that had under their st perintendence the fireworks at the City Holl have made a report with regard t the precautions taken to guard against fire. It ap~ pears that every precantion was taken, and that after the display a thorough examination of the building was made, and no sign of fire detected. The com+ mittee reem disposed to blame the persons having charge of the Hall. The subject will, however, be investigated hy Fire Marshal Baker and a committee of members of the Fire Department. Both Boards of the Common Council held special meetings yester: day, and appointed committees to consider as to the requisite repairs necessary to be made. A motion im the Councilmen to appropsinte fifty thousand dare to defray expenses was made, but finally laid over. The flags of the City Hall were at half staif yee terday a# a mark of reapect for the memory of Com cilman Martin Gilmartin, who died on We Inst at bis residence in this city. Mr. Gilmartip
