When the Secretary of War sold the Fort Suell- ing reservation last summer for $90.000, there ‘was a bue and cry raised by a parcel of disap- ‘pointed land operators and specalators beeause it was diepored of by private sale to one indi- vidual, who had put $30,000 worth of improve- ‘ments on the property, and not put up to publio anotion in lota. They said that it wasacorrupt tranenction ; that the property was worth ever #0 meny times as much, and so forth. The commiwioners in their report at the time ex- plained the reason why they sold it by private sale. They discovered that a combination had ‘been formed to prevent the lands going higher than government price, $1 25 an acre, or $2 50 at the utmost. One of them, while travelling from Dubuque to the fort, heard people expross- ing the opinion that it shoald not be allowed to sell for more than that, and it. was commonly predicted that it woald not. The commissioners then put a price on it, such as they thought it was worth, and offered it to a Mr. Steele, a gen- tleman who resided on it, and whom they thought, from the improvements ne made, had the best right to the offer. After some bargain- Ing it was sold to him for $90,000. But, through the instrumentality of Mr. Smith, of Illinois, a committee of Congress was procured to investigate it. Tho evidence taken before that committee we publish to day. It substantiates the account given in the commissioners’ report, and at the same time reveais a good deal of the machinery by which these operations are worked out. All the facts appear in the evidence; it also appears that the sale was fairly made; that the price was on an average better than the govern- ment usually gets for reserved lands, far better than it realized by the sale of other forts in the eamg region; and that, though it may tagm out @ good speculation for the gentlemen wim pur- chased the land, yet it by no means follows that tbe government has been cheated, or that there has been any fraud or corruption in the busi- ness. If that motion issustained, of coarse the bill will pars. Should it not succeed, the discussion ‘will then be kept open and become general. The opposi- tion purpose, if the previous question does not prevent It, to offer an amendment cutting the bill in two, and, dis- carding everything relating to Lecompton, pross the passage of that portion alone of the English bill which de clarea tbat Kansas sball not be admitted es a State till she haa the requ'ette population for one member of Congress, ‘and that this shall be tho rule in fature in tho admission of all new States. This amendment will be ruled out of order by the Speaker, as the repert of a conference com- mittee cannot be amended. The House Committee on Military Affairs have been en_ gaged in investigating the subjoct of the establishment of national foundries avd the encouragement of the maau- facture of American tron.
