The steamship Canada, 4 Halifax, from Liverpool, brings three days later news from Purope. In money matters the same ease and ‘@bundance continued, and the rates of interest ruled wi mewly nominal points, Cotton shows an im- provement io ves, With an active demand. The news, on the whole, is of a favorable character, The enormous accu- malation cl specie at all the great financial centres of the world ig # subject of genera! remark, and numerous theo- ries are advanced as to the real cause? and probable ef- fect. All agree that it is an extraordinary and unnatural stave of things, but all appear to differ as to the probadie vesulk, This abundance of money is caused by the de- preesion of business. There appears to be no disposition -emeither side of the Atlantic to engage in speculation of any kind, or to take hold of new projects, no matter how pleasant they may appear on paper; but, on the contrary, every one is evidently holding on to his money, afraid to imvest it or place it at risk in any way. The moderate movements which have recently ‘@emen plac> in stock securities have served to increase wether than diminish the aggregate. The season, the times, the position of trade, the absenog of public con- dence, the low prices for and restricted consumption of all the necessaries of life, point to even greater accumula Mens, sad a long continued drain upon thecommunity. It te bikely to be years before the bulk of this specie becomes egain scattered. Nothing but s recovery in business and ‘the return of activity in the channels of trade, will put it ace more into circulation. The consumption of ‘aM the necessaries of life ie likely to be limited for a long time, and a period of economy and eeptraction is the only way by which we can arrive at a sound and healthy state of things from which we can date the return of prosperity. Anything calculated to check returning activity in business matters would prolong our present de- pression and destroy public confidence. This !mportent element of prosperity is, under the most favorable circum- stances, one of gradual growth, and ai all times in danger ef prostration. The present condition of Europe is there- fore # ‘ae to forbid all hope of rapid resovery in contl- @ence and in business affairs. The immense amount of money cnempioyed, apd the difficulty of using {t even at the lowest rates of interest, must sooner or later turn the attention of foreign cepilaitsts to investments on this side of the Atlantic of 2 permanent character. Our stock securities may pot for a time attract much more European capital, but there are a thousand ways of using money in this country, ‘where i: will pay enormous rates of interest compared with those current abroad, and where i will be as safe as aay invertment poitivie to be made. Our political condi Sen is sound and stable. Financial an! commercia! inte vests here are beyond all political contingencies. Every State in the confeaeracy has ite separate and distinct laws, fend no possible event can endanger capital invested in any one of them. There is no danger of di solution, no @anger of interna! commotion, ro danger of collision with acy foreign Power, and no question likely to arise creating wy thing more than political agitation and contests of par- ties.
