It will be observed that thq Postmaster.General in this letter entirely fails to notice the important fact that the Hricsson bad been unconditionally substituted for a regu- lar steamer of the Collins Line w the performance of this mail service by the consent of the Secretary of the Navy. A fact so important to the recommendation made would, as it strikes me, have been referred to by the Postmaster General if it had been within his official khowled ; and if such fact had been duly considered by hita, it is not pro- bable that such a recommendation would have been made. But a more important feature of this letter is to be no- tuced: apd that is, that the Postmaster General does not - that there has been apy \nreasonable or unnecesary ‘o the departure of the mails, or in the pertormance : 'y trip—that he does not state that he has imposed or intends to unpose any fine for any such delay; and that he only advises and recommends ¢ the 5 of the Navy allow $30,000 tor the two round trips performed by the Driceson—ceducting $96,000 from the :ontract price of such trips; and that be bases such advice and recom. mendation, not on the ground of unreasonable or unne- ceseary celay but on the ground of the inferior service given, the wips having been pertormed by an irregular steamer, and not of the clase stipulated for in the original contract.
