It has been justly said that ‘the quarantine regulations are stringent and oppressive. They require uncontrolled jurisdiction over tbe land occupied and the water adjazent, and heavy penalties are provided for any breaches of the law or orders of the health physician. Under these laws the citizens ef New Jersey would be debarred even the privi- lege of passing in boats or vessels through the range of Vessels, or landing at the quarantine ground. An viflcer and his assistants, appointed by New York, woald exer- cigs ublimited authority over territory of New Jersey, to the exolusion of her own citizens. The stock market closed yesterday with great they appear not only to have the disposition, but the means to pay for and pocket the entire capital stock of all the most prominent conceras afloat. The accumulation of capital in the hands of capi- talists, and the absence of all ordinary me- thods of employment, force holders into the Stock Exchange for even ordinary rates of in- terest. The great mass of outsiders are firmly convinced that prices for all our leading railroad securities are unwarrantebly depreciated, and that a wide margin exigts for permanent im- provement. We coincide with them partially in this belief. We find that bank stocks have almost en- tirely recovered their former position. With a few exceptions they rule at points well up to quotations current previous to the revulsion and suspension. This recovery in this class of securities is not con- sidered at all extraordinary or unnatural, and why, then, should a partial restoration of the mar- / ket value of railroad stocks be considered en- tirely speculative ? banks have been serious sufferers by the nume- rous heavy failures, and that their assets must be materially reduced in actual value. Every effort has been made to disguise this fact, and the public may have been in a measure deceived. The resumption enabled many of the banking insti- tutions in this city to pay dividends, and the law allows them to consider and count as good any bills receivable upon which anything has been paid within two years, In this way the affairs of our banks are plastered up, the stockholders azreeably deluded by the payment of dividends, and the market vaiue of the stock restored rapidly to its former level. The depression in stock securities during the panic was universal. Bank stocks and State stocks, raitroad bonds and raiJroad stocks, all went down together; but, so far, the recovery in bank stocks has been full, while in railroad stocks it has only been partial. The reform introduced and practiced in railroad ment has worked w: 18 in restoring value to thi class of investments, while nothing has actually oc- curred to give greater value to bank stocks, or to maxere the character of the assets of these institu- ions. ES a em en “ The State agent of lowa is inviting proposals for a loan of $200,000 to that State, at a rate of interest not exceeding seven per cent per annum and at not Jess than par. Mr. Tappan has introduced a bill making it obli- gatory on stock brokers to take ont annually a license from the Mayor in the city of their location, and to give a bond of $5,000, with two sureties, con- ditioned for a faithful account of ail sales of stocks, bonds, &c., and contracts for sale, and for payment into the treasury of a tax of one mill on the dollar on each dollar of the par or nominal value of such stocks, &c. Mr. Brandreth has introduced in the Senate of this State a bill requiring all banks, savings banks, trast and insrrance companies, to pay interest at the rate of five per cent per annum to the State for the benefit of the cchool fund, on all deposits or divi- dends which have remained unclaimed for twenty years. In case of a claim being established by the legul owner or his representative the amount re- ceived by the State is to be refunded to the bank. It would be well for those looking about for in. vestments in railroads, bonds or stocks, to properly consider the matter and turn their attention to what can be called the great trunk lines of the country— that is, the great lines running east and west, which mast forever be and remain great thoroughtares, and which will, with the increase of population and settlement in the West, bring dividends and yield a profit to the owners. In the mania of our people for railroads they have built them in all directions and riddled many of our States with them. They are valuable for local purposes, but in the nature of things they can never pay a dividend. They are not consequently lines to be invested in by 3 living at a nee, and who invest for the purpose of an income.
