PRESENT POSITION AND POLICY OF THE BANK OF FRANCE. [From the Paris Siecle, Oct. 20.) * * * * * * ‘The Bank was not established yesterday. It has passed rough many crises, and is more flourishing than ever. if we read its history, we shall see whether it was al. ‘ways by means of an increase in the rate of discount that it resisted the crises. These repeated elevations of dis- Jeount are in fact of much more recent date, and many merchants remember to have seen the Bank of France maintain its discount at 4 per cent, when the Bank of Fug Jand had fixed its discount at a much higher rate; and yet J&s prosperity was not affected. The measure of which ommerce now complains is more severe than usual, d it derives from a special circumstance a veri jmable social gravity.
