Man's capacity does not admitof his fully comprehending the taws of mind or matter, nor ail the movements of the productions of the earth, their quantity, their location, the supply and demand. The political economy of Europe and America has beeu a subject o| profoand thought of the most powerful mins, and their results have been as wide 4s the poles; as wide as general prosperivy and tae adversity of the sent. Beyond a given depth the buman mind is positively incapable of grasping it, and what more feeling demonstra‘iou of this fact than the financial cocdition of our country at the present times. This state of disaster is nota new thing; but periodically, ever since we have been a couulry, bave such seasons of disaster and com ner- cial distress been known. A ee And whilst huwan navare remains as it is such times ever wil ccuur, for it is himan nature rather to Joarn from our on experience than from the ex- rience of othe's. Pte js also natura! to maké 9 stalking horse of oth- ers tor our own faul:s, end in the present crisis it would be well if we could lay our troiblas to the banks, to the pressor any other 89u: seives. But there is another view to be taken of the banks end their officers; they are men, like our- selves, aud liable to err, They are stockholders, and merchants like ourselves. Ifthe stockholders do not look at the interes:s ot the banks, who will ook to them? Banks are yot created entirely for the merchants, ‘bat the stockholders are known to have some inter- est in them, and there is no more reason why they shoala be so self sacrificing as to loose all their capi- tol to accommo fate their customers, tuan there 1s that the merchuvt should Loose all to accommodate his customers. erchant has had to give ex. tensions to bis customets, and the banks have @ove the seme. I/ tie merchant has not means to give required extensions and psy his own obliga- tions, he must suspend or fail. Pe position of tne banks is the same, Why should we expect more of the man as a stockbolder or officer in @ bank, than in his orn individual business? We shall find uo difference. Asa merchant he has expanded he oni what the laws of trade allows, and to avoid ing dishonored calls upon his bank to accomno- date bis necessities, and injadiciously doag this tbe bank breaks. I say injadiciously, yet where dves the wisdom lay to say tis is injudicions? It may have been a matter of discussion with tae bank iteel’, and its action condemred by a Jarge m/aotity, yet the mojority rules and the action is taken; and Wwe are oriven to the conclusioa that man’s wisdom is not adequate to coutrol the laws of credit except witnin a very limited sphere, and this is further proved by the jea ful statistics of the past in mer cantile fe, that has stated the successfal mer- chants who die leaving fortuoes, without ever baviog been protested, as being from three to five r cent only of those who engage in business. they purchase onr goods. Here is where the shoe pinches, not about the nominal time that is given. It would be bet'er tor every merchant to fix nize montos as the limit than six months, as ic is at present. Four months is the time of English credit, but they don’t always get it because we don’t make our customers pay at this, There’s not a single agent of an English house but wonld get his pa) promply io four months if the joobing merchants held their customers to six months credit, but un- fortunately it is not so. Now, anless we act promptly upon these resolutions we should not pass them. Allusion has been made to the aetion of our oanks, bat I say let bygones be by-gones. T) use the language of Scripture—“ Leave the things that are behind and go forward.” Our object is to mend for the future. The community want courage infused into them, It is a fact that a para ysis bus taken bold of the business community. ‘bere is a want of courage and enterprise. 1 will pot say how it was brought about; but it exists, and bas paralyzed almost every branch of trade and commerce If we can’t infuse a spirit of enterprise into the business community, we sill be 2 nation of bankrupts. We want a confidence between unin and men ana between institutions, and if we don’s have it we shall fail, What will our passiug resolutions her¢ this evening do, if we don’t take some effective action on the subject that has called us together? If we decide on selling at four months’ credit only, who will we sell to? To no ove. Where are onr customers? All gone, fora panic has stricken the business com- munity; they buy nothing till they find that confidence bas revived among the banks. I say the great difficulty exists in the fact that we dou’t act in concert in reiation to enforcing credit in payment of goods. Why is every man afraid of his neigh- bor’ We meet a man whom we nave known tor twenty-five or thirty years, and the moment the matter of credits is mentioned we shrink back from each other. There were two gentlemen who met in Wall street the other day who were about to exchange securities, and it isa fect that they were afraid to trust each other with their checks, and yet these were gentlemen who had kuown and done bnsiness with each other for twenty years. Toey looked at one another, and one said, “my dear fellow, J am ashamed,” and the otber seid, “I eta ashamed—take the check.” Now, this lite incident illustrates the feeling throughout the coustry. I hope that at the next meeting there will be a larger number, and that when we meet again we shall meet as friends, that we shail give each other the right hand of fellowship, ani that when we make promises we shall falfil them to the extent of our ability The President at the close of his remarks an- nounced the followng as the names of the gen‘lenen | whom he had appointed to serve on the committe Measis.
