For some days past the tendency of prices bas been downward, and the movements of specula- tors mere Iimited. There are in the streete a few bull stock brokers who have a great mapy more railroad securities in hand than they can comfortably carry, and they make an occa” sional effort to give a little activity to the mar ket, but the effect has not extended beyond the street, and they must be content to carry fora time longer the load they have piled upon their own shoulders, The banks move along quietly, with a rigid adherence to the policy of contraction, and are reducing their operations to the lowest limit. No decided movement hgs yet been made towards a re- sumption of specie payments, and there are no in- ications of any ateps in that direction. It must be made general, or it will not be successful, The banks of this city dare not move individually and independently, and when a resumption takes place the whole body must move together. The returns for the past week wil', without doubt, show an impor- tant increase in the specie reserve. During the pre- sent week we shail have a California remittance in hand, and the arrival of two Baropean steamers with moderate remittances. It is estimated that the arrivals of gold at this port, during the present week, will amount to about two and a half million of collars, The banks will get most of this, which with the present reserve will give them great strength. The banks of this city are in a condition to resume specie payments to-morrow with the greatest safety. The current of gold from Europe has commenced, and it will not cease for many weeks. The whole of our California remittances we shall keep, and the accumulation of bullion will be rapid and to a very large amount. With this accession to our supply of gold, we do not sce what the banks can fear in a general resumption. One thing is pret- ty eertain—a resumption must take p'ace before the meeting of the Legislature. It would not be safe tor | | the banks to put off the resumption beyond that date, notwithstanding they are under the protection 9° the courts, and it will be good policy tor them to get ready for a resumption before the Ist of January at the best. There cen be no reel improvement in our finaxcial affairs until the banks do reeume, if it is not until doomsday. Ta ounnotice yesterday of the stoppage of work onthe auburn and Allentown Railroad, we attri- buted it to the suspension of Messrs, Choteau, San- ford & Co. We are requested to say that this firm has not suspended, neither has it ever had any con- nection with the above-named road. A. He Nicolay's regular semi-weekly auction sale of stocks and bonds will take place on Monday the 26th inst., at 124 o'clock, at the Merchants’ Ex change. The catalogue will include a large variety of insurance, bank, and other stocks, and New York | State and railroad bonds wiil be also offered. The steamship Baltic, at this port from Liverpool, gives ve four deys later news from all parts of Eu | rope. The advices by this arrival are of the mos | startling importance, both ina financial and com- mercial point of view. In England there appears to be a financial revulsion of a local character, and is evidently independent of influences likely to ope- pate from this The movemen's of the Bauk of England were of the most prompt and decided cha racter. The rapid advance in the rates of interest in L.cndon, Paris, Hamburg, c., shows a sensitive’ ness on the part of the great banking institutions of Purope calculated to create very serious results—the rate of interest now raling at the Bank of England at seven per cent, and at the Bonk of France at six and a half per cent, and a further increase was an ticspated. The numerous failures in Manchester, Glasgow, Biadford, and the manufacturing districts generally, show the weakness of the smaller class of houses in that trade; and it also gives us a pretty good dea of the probable effect in the same districts when tle worst is known from this side. At the date of the Ba'tic’s departure—October 14—the latest pews from New York, current in London, could not have been later than September 30, by the Persia: At that date ramerous failures among mercantile honses bad been reported, also the suspension of the banks of Philadelphia and Baltimore. carried out private and pu accounts to the effect thet the banks of New York would go through besond oll doubt, and that the New England banks might weather the revwsion. Up to the date of the Baltic’s departure, the London journals were confident that our financial difficulties were the eflects of a temporary panic, and that a fer days woud bring them better accounts, #0 that it was oct clearly and satisfac- torily shown that the numerous failures in the man* | that our revulsion will not amount to much, and that a few days would end it. With al) the evicence before them—with all the causes, which we have | sounded to long aad so loudly in their ears—with 40 maby broad, stubborn facta staring them in the face | at every turn, the Times persists in asserting thoir | | belief in @ rapid recovery of the credit of our rail- | | toad companies and @ rapid return to prosperous | tines. | The European marl#ts for oar staple exports do | not show much change. Cotton had been slightly | Cepressed, but revived just previous to the Baltic’s cepsrture, and closed firm, with an upward tenden- | cy. Breadstaffs were lower, with dull markets, Trade generally was good, and does not seom to have been affected much by the stringency in the money market and the high rates of interest current all over Furope, The ennexed statement exhibits the value of foreign importe into this port during the week and aince January 1, in each of the past three years:— Lomasxce ov THe Poat oF Nw York ~Vatom cv [mr ens. As compared with the business for the cor. responding week last year, the Lehigh region shows a falling off of 15,106 tons, and the Schuylkill re. gion of 18,478 tons. The business of the Lehigh ca. nal for this season, as compared with that of last The Persia ufuctaring districts were the result of the difficul’ | ties in oar money markets. The full extent of our | revulsion was not sufficiently known in the financial circles of Lendon to have created #0 much damage, and we are induced to believe that there were loca! causes cnough to have brought down the houses re It will be seen that vany of them were in no way connected with our trade. The money markets of Europe have for a long time been in a very stringent condition, and a very small increase to the preseure waa calculated to bring sbout the most restrictive measures. The de- mand for money in London, notwithstanding the high rate ruling at the bank, was very active. The dec!ine in consols was equal to 2{ a 3 percent. On the Continent the rate of interest ranged as high #8 8 per cent. It was announced in some | of the Lonéou journals that £500,000 had already been engaged for shipment tothe United States ‘The Persia, which left three days after the Balti: will doubtless bring the bulk of that amount. She will be due at this port about Wednesday. Woe shall not hear what the effect in London was of the sna pension of the New York banks, for about two weeks, The news went out on the 14th inst., by a steamer from this port; but any arrival from Bu rope will give us the most important and interesting accounts of the progress of the revulsion in Great Britain, It is likely to exceed in magvitude and in- tensity anything we have had on this side, and is also likely to be of much longer duration. The sus pension of the Bank of England and the Bank of France appears more probable now than ever, and we shouki not be surprised to hear of it by any steamer. The panic existing among the bank mana gers at the latest date, shows conclusively the ex tent of the pressure npon them. Aa advance in the rate of interest of one anda half per cent in the space of ten days was not the resi thinks seagon to same time, shows a decrease of 236,690 tons, and the Reading Railroad of 340,925 tons.
