Lov, Oot. 21, 1867, ‘The Senate organized yesterday by electing Benjamin F. Besser, Secretery. Governor Jackson’s message, in referring to the deterioration of the State credit and the oheok given to ite raiiroad system by the monetary crisis, recommends the Legislatare to take decisive measures to secure beyond all question the honor and credit of the State. He desires such an amendment to tho railroad system as will exable the companies to secure thetr work done, and to ullimately complete their roads. He also proposes to place such afditional guards upon the banking system as will confine 1 withfa ‘te legitimate Nuits and tend to expel depreciated paper from the Stale. In order to accomplish this, the Governor advises that no more State bonds be issued; that a tax be levied to cover the whole amount of the interest on the bonds of the Siate, and ‘that the State bave repreventation im the different Boards of Directors in proportion to the amount of bonds jwmmed to the roads; tte bonds of the Stale to be im futare disposed of by an agont appointed by Executive, and the proceeds to be delivered to the officers of the companics; that the Board of Pa*iic Works De empowered to penetrate int’ the detsiis of the manage ment of the roads; that one of ibe banks of ®&.
