Strict regulations are to be enforced to ensure the health of the passengers during the voyage, and we neod hardly say that if the emperiment succeeds tt will strike the heaviest blow that has yet been dealt to the slave trade. Once let t be proved that free african laborers can be im- ported into the West Indies ata cheaper rate than slaves, and ‘this great question of such vast importance both to com: merce and humanity, is for ever set at rest. We do Rot venture to predict that success is certain, but surely an experiment which 1s calculaed not only to restore prosperity.to the free plantations in ‘he tropics, but to raise tho African race from that state of degradation which they fave occupied for centuries, is well wortby of a trial, If it succeeds, it mort be productive of unmixed goed. If tt fails it can do ‘no harm, for it cannot possibly make matters worse than they unfortunately are at present. Many of our readers are probably sware that a plan of aeimilar kina was proposed ip this country shortly after the emancipation of the slaves in the British colouies. It was peremptorily rejected, however, by the government of ihe day, acting in obedience to the clamor of Exeter Mall, and upon what grounds? Beoause, forsooth 1s would revive the slave trade under another name and form. Buch was the reason put forward at the time for refusing this simple measure of justice to our suffering colonics, The opponents of free Atrican emigration prevailed, bya & process of reasoning which it is impossible at this day to comprehend, and the natural, nay, the inev:! result was that compulsory emigration—in other words the slaves trade, with ail its indescribable horrors—continued and still continues. The proposal was that the natives of Africa should be carried in vessels, subject to government inspection, to the British colonies, where they would live under the protection of British law as freemen. Had it been adopied, tere unfortunate dependencies would have presenteo a ditferent aspect from what they do to day, But tardy justice is better than none at all, and we trust that cur government, tn co-operation with that of France, will nor take measures for establishing a free trafic be- tween the coast of Africa and the Wesi Indies.
