Ricamonn, Va , July 16, 1857 The Wise and Hunter Oont.st—Iis Origin, Progress and Probable Rewlt—The Policy of the Administration with Reference to Kansas the Prominent Issue— Will Virginia Sustain the Administration which was her First Thoice? ‘The present attitude of affairs in Virginia, partiouiarly with reference to the contest now going on between Go- vVeraor Wise and Senator Hunter, for the seat in the United ‘States Senate, now gooupied by the latter, may render a brief history of the origin and progress of the rivalry which has sprung up between these distinguished gentle men of some interest. It may be regarded as important inasmoch as the result of the pending contest lavoives the true position of Virginia in reference to the Kansas difii- culty—wheiher administration or anti-sdministration. ‘The rivalry may be said to have bad its origin in the @leotion of Governor Wise to the position which he now occupies; but it bad ite first developement in the Legisia- ture next succeeding his election, While many were aware of the existence of a deep seated jealousy towards Wise on the part of Hunter's friends, the Governor, etrange to say, was ignorant of it unt! an advanced period of theeession. Meanwhile every stratagem wae retorted to by the former in order to give oMcsey to the pretensions of the Senator, who was then an active aspirant for the Presidency. It was with reference to this that the jealousey first sprang up—Hun- ter, no doubt, presuming that his re-election to the Sonate was beyond all question, The friends of Hunter were for ‘a long time ignorant of the real object of the Governor, whether he was using bis influence to secare hid own nomination for the Presidency er that of Buchanan. The Problem had its solution, however, in the action of the democratic Convention, which met in this city in February, 1866, to appoint Electors. There, for tho first time, was his true intent revealed; for, as I informed you atthe time, the prociivities of folly two-thirds of the Flectors chosen were known to be for Buchanan. This, be it re membered, waa effected through Wise’s agency and influ- enoe. In ascertaining the tone of the convention and the proclivities of the Electors with reference to tbe lesding ‘aspirants for the Presidency, I canvassed the sentimonis of the friends of all, and the result was the exhibit which I made at the timo, The poaiiion which Virginia assumed in the convention at Cincianati vindicated the correctness of that exhibit, and may be set down as a true aud faithful reflex of the feelings and sentiments of Virginia to day in reference to Wise and the administration. Here was an unequivocal vindication of Wise’s 3 kidnapping lay against young Parsone, re ift delegates from Hampshire count: was referred to a select ‘committer? , chiefly of Hunter's friends» All early staze of the session; bus the re- submitted et some period subse- the Democratic Convention referred ie tone of the report subse: many ascri warlike Teport su juently submitted. ded that the State should in- Parsons’ should bis default, which wae required by the bill reported, incar a forfeiture of his ro- cogpizancer, that the State, through her Governor, should demand of Pennsyivania the reimbursement of the amount ‘thus paid; and that in the event of Parson’s fature arrest and imprisonment by dne course of law, the Governor should demand his immediate release. A disregard of this was to be followed by a of Gov. Wise calling the Legisiature together within forty days, for fur- ther action tn the matter.
