Notwithstanding all that has been said on the subjeot, it is certain that the number of these outrages is no largor than it usually is at this time of the year. But, supposing for argumont sake, that thore is an increase, the police, as we will presently show, are not to be held responsible for it. After a caroful investigation of the facts we have ar- rived at the conclusion that the police, as a body, dis charge their duties as efficiently as any other organized force of « similar character that we know of. Asour readers are aware, the number of the city police is lim- ited by an act of the Legislature, and neither ths Common Council nor the Commissioners have the power to increase it. There has beon no augmentation of the force since 1850, whilst the city, as every one knows, has inoreased both {a population and territory. Let us just cite an example of the manner in which the rapidly increasing ratio of the lat- ter bears upon the duties and lahors of s force whose num- bers remain stationery like that of the polise. We will take the Eighteenth ward as the best illustration that oc- ours to us on the moment. Thies ward comprises about a square half mile of territory, to which isallotted by law fifty policemen. From these fifty, ten are detailed for special duty aud five more are detailed to the parks and railroad depots within the ward; there are on an average about five on the sick list, leaving but thirty men for pa- trol duty. Hence it fo\lows that the posts and beats tobe patrolled by the men are very large, comprising genor- ally four or five streets about @ quarter of a mile in length, because but baif ol the force can be out, whilst the other half ia sleeping. It will thus be seen that a citi- zon may be attecked at ove point of the policeman’s beat whilst the other is faitfally discharging his duties at the other. Garrote roberies, for instance, are always offected by a party of three or four, two of whom make the at- tack whilet the other two keep watch to see that the po- liceman ts nowhere in the vicinity. It follows as a matter Of course that the Istter can never arrive in time at tho epot where the robbery is committed. But this ts notall. A greater difficulty still, is the dis- couragement caused to the police by the non-prosecution of ofienders after arrest. Tho police magistrate, to whom ‘Mr. Hait’s new police bill proposes to give power to hold courts and special sessions, now held by the Recorder and City Judge, are the Judges before whom tn the first ‘matance tbe culprits are carried after arrest, It the arreat takes place at night the prisoner of course is sent to the station house, but in the morning is conveyed be fore the magistrate, Where the offence is sssau!t and battery or rioting inthe streets, the probability is that the offender can bring sufficient influence to bear on tho magistrate to onture his release on a simple repri- mand, The impualiy resulting from thie state of things 20 emboldens offenders that we have known repeated instances iz which they have returned the next night to the beat of the «cer, and abused him for having ar. rested them, But even eupposiog the delinqueat to be held twice out of three times by the magistrave to answer the complaint, the probability is that on an exami a cunning or tofuential lawyer will succeed tn his disobarge. From these ‘acts \t is evident that it is not euifisient for the proper administration of jastice that the police oflicer should ¢o bis duty, but that the police magistrates and the District Attorney should also properly discharge theirs, The latier failing, as we have shown in this res. pect, it is most unjust to tarow the responsibility of tue escape of oilenders upon the police. Recently, as we bappen to know in contequence of there being 80 many arrests 0/ fire thieves, and of its being the practice of the poiice magistrates simply to reprimand and discharge such offenders, the Mayor found it necessary to give orders to bave them fbtained a} the station house until the fire was over, so as to prevent them from returning to thelr predatory pursuits after summary dismissal by the mogistrates.
