[t does rot seem to them to be a proper charge to the prisons. They state their inability to remove 1usane conv! to the Uticatisylum, tm con- sequence of the lack of accommodation, and urge some prov's‘ons for this class of prisoners. Ynaey bave at Present in the three prisons thirty convicts who are either idiotic, imbecile or insane. There are now at the Utica Asylum twenty insane convicts, making a total of {peane prisoners to be provided for of fifty aino, ‘Th's is an increase of 9 over the number last year. ‘The Inapectors submit to the Logisiature whether - law of 1856, empowering Judges to pce | ager bag twoem the ages of 16 and 21 to imprisooment tary, is not injurious tn ite operation. They depy that eatin chances of reformation arc greater at a penitentiary thao im @ prison, and believe the act to fall to carry out the in- ten'ion of the Legislature. They recommend an amend- ment of the prison laws that shall give to the agonts and wardens the cirect power of suspension in all cases for proper causes. Frequent occasions arise when it \s es- sential that they be clothed wit such power. They re- commend a further amendment in the contract sys'em, 80 a8 to make the advertisements for contracts ‘or ten or five years at the option of the contractor, to be embodied in his bid. They believe the longer term will induce contractors to make more advantageous bids, The rew contracts made during the year are:—At Sing Sing, with Charles Krockter, for manufacture of segars, convicts empioy<d, 60 males, at 40 cents per day, and 20 females, at 38 cents; for five years. At Auburn, with William’'C Barker, for carpet manufacture; convicts em- ployed, 100, at 86 cents per day; for dve years, With Adam Miller, coopering; convicts employed, 60, at 60 cents per day; for the unexpired term of ‘hie present contract, With Case, Bronson & Co , boots and shoes; 15 convicts, at 40 cents per day, for an unexpired term. They recommend increased ries to guards, chaplains, physicians and kitchen keepers. Gas bas been introduced tnio every department ot Sing Sing prison, to cnabie convicts to read in their cells, and the teachers to \nstruct them during the eveuings In the opinion of the Inspectors no money ean be more protuably expended than that appropriated to prison li- orto light the prison with camphene in 1855 cost $360 31 for six months. To light with gas im 1950 for a similar period cont $273 68. The general conduct of the convicts we! been good, and gives confidence ia the present system of prison ais- ciplipe. Tne Inspectors recommend a iaw setting apart, \p cases of good bebavior, « portion of the conviet's earn- ings tor the support of bis family, or, if he has none, for his own use om dircharge, The prisons are left, at the close of the year, free =o" such debts as bave beon contracted during the preseat acminittration, and in @ financial condition super‘or to that they bave attained in many years. So conddent are the Inspectors that the prisons can maintain them:elves, tbat the retiring L=spector, Mr. Kirkpatrick, offers to take tbe Auburn apd Sing Sing prisons for @ term of years, pay their evtire ordinary expenses, submit to the rules and regulas.ons of the Inspectors, fuifi! al! existing contracts, and pay small annual sum into the Treasury.
