Buspension of Relations between the Government and the British Minister— Withdrawal of Mr. Lettsom to Tacabaya —4 Blockade of the Mexican Ports by British War Ves- sels Apparently Unavoidable—Temporizing Conduct of the Cabinst—The Tepic Affair—Furtner Outrages Against Fereigners— Progress of the Insurrectionary Syrrtt, dc. In my Jast letter to you I prognosticated that something ‘was m tbo wind. From the extraordinary squirming go- mg on, it was impossible to resolve the approaching ‘woubles into any definite form, much less to say exactly where they were tocome from. All this is now clear, ‘and 1 hasten to lay before you the position of Mexico at this moment. This letter will be compelled to find ite way to you via Havana, as we are under the impression here that there will be no direct communication between this country and the United States during the month of Sep- tember. No cause bas been assigned by the owners of the American steamer Texas, Messrs. Harris & Morgan, or their agent; but the news has reached this city from various well informed parties in Vera Cruz, amongst them the Ame- scan and British Consuls, and we are ali entertaining ee- ious fears of its truth. We suppose it is a whim of these gentlemen. Such a breach of contract, if our information be correct, {s most outrageous, not to mention the great want of consistency in not informing the commerce of Mexico of the fact. But to the news. At9 A. M. to-day, just the time the Britieh Extraordipary leaves this city, with the corres. pondence, including this letter, for the packet at Vera Grvz, the British Legation in thw city closes, and Mr. Lettaom, the Chargé, takes up his quarters in Taca aya, to await further advices from his goverameat. The eavse of this move is positive orders from his govern- ment. By 2 previous packet \nstractions were received from the ritish government to demand of the govern- ment of slexico, in the case of Barron, Forbes & Co., the restoration of that house in their business at Tepic, indempity for loses sustained by them, the re-eetabliahment of Mr. Barron as British @opeul at Tep!c, and the pucishmont of ex Governor De- gollado and Gomez Farias. In pursuance of these ta- structions the British Chargé addressed a letter to Senor Bon Luis dela Rosa, Minister of Foreign Retations, but that genileman endeavored to pursue the same diplomatic eonduct which he has #0 successfully followed in his @calings with Gen. Gadsden. fhis would not doéfor sqvare-toed John Bull, and about ten days ago Mr. Lett- gom addreeeed a jetter to Senor Roza, eaying that if he @id not give an answer by last Saturday, the 80th ult., a: 12 M., m punto, he (Mr. L) would demand his passporte, Lact Saturday came, and punctually at the apointed Ulme came the answer from the Minister, The answer was an apology of an a‘tsir, and simply showed tho skill of the @tplomat and bis advieers. The substance of it was that the Mexican government regretted the who'e aifair, and beg- ged that the Chargé would eee the folly of rushing things wo fort; that the government now had in tts possession documents to disprove all the assertions of Messrs. Bar- ten, Forbes & Co., and that !t was the intention to for- ward them to her Britannic Majesty for her better under- standing and that Gen. Almonte would immediatel oeed to England clothed with fal powers to onl ibe wattrr there. ‘To ths letter Mr L gave a reply, the substance of which | am not correctly Informed of; but a few hours afterwards the mail from Englend arrived in this city which brought certain instructions which compel the Marge to bis legation, and abide his time till a reply be bad trom England to tho ent proceedings te tho mesmtime tho squadron in Gulf of Mexico is wader ordere to be in readinoss to act with (he return of advices from Fngiand. and Admiral Broce, of the Pacide aquadron, been instructed to make his appearance off the weet of Mexico, Thus tho matter stands at present, and, astonishing to gay, there is as much braggedocia in the streets of Mexico as a short time since, whee the five Spaaish war ‘vesecis p ade their appearance at Vera Cruz. Tho majori- ty of the press nesume & boasting and abusive tone to- wards not only Mesers.
