News from Australia, By way of England advices have been received from Syduey to the 24th of May, being three days later than those yy the Royal Charter. In the interval the great event had taken place of the opening of the Colonial Par liantent under the new constitution, establishing the sys tem of responsible government. The ceremony passed off favorably, and suitable replies to the address of the Governor-General were voted coaninensly. in the Legis- lative Council and the Legislative Assembly, the Ministe- rial programme being generally approved.’ In the As sembly Mr. Daniel Cooper had been chosen Speaker by a vote of 24 against 23 for his opponent, Mr. Parker. Mr. Cooper is a wealthy native of the colony, and will be re- membered as having headed the New Souta Wales sub- scription for the «Patriotic Fund with a donation of one thousand pounds. Some sensation had been created by an arrival from New York with the news of the intended tania of Mr. Crampton. There was no alteration of importance in any of the markets, but the tendency was towards improvement, and there was also much freuen in the prices of colonial securities. The rate of exchange for bank drafts was still 103. The navigation ofthe River Murray had been regularly organized, and a service of boats, called Cadell’s steam line, was “adver. Used te run Gonpn! from Goolwa, near Adelaide, in South Australia, to Albury, in New South Wales—{he charge for freight being £10'per ton, and for passengers £16 16s. and £6 6s. according to class. The latest papers from Tasmania (Van Dieman’s Land) contain re- vived accounts of the gold fields at Fingal, and state that numerous parties were flocking thither. Gold is also again alleged to have been discovered in Western Austra- lia, about fifteen miles from Fremantle, but apparently not in quantities to deserve much attention. FINANCIAL AND COMMERCIAL. MONEY MARKET. Wepvrspay, Sept. 3-6 P, M The arrival of the steamship Persia at an early hour ‘this morning, puts us in possession of European advices one week later. The political accounts are unimportant. Money was about the same as previously reported. Quotations for consols do not show any improvement. The Bank of England returns show a decrease in the bullion reserve, The markets for our staple products do not exbibit much change. Quotations for breadstuils have slightly improved, while those for cotton were barely sustained. The Liverpool circular ot Wright, Junior, & Co., gives the following in relation to the mar- ket for these articles:— Either the trade hold greater supplies, and our own stock is consequently less than estimated, or they must be working up what is in hand very closely, for their purchases in this market have not been equal to the average weekly consumption, and which is still main- tained at its maximum extent. The knowledge that we alone can furnish food fur the mills for the next three months, seems to excite little attention a: the moment, but can scarcely fail to have an influence when our holdings are reduced, and speculators are apparently waiting the approach’ of such time before embracing transactions more extensively. In prices no material change can be noticed, but the freedom with which ome importers offer their stocks gives an occasional advantage to buyers, more particularly in qualities below et chester market is influenced by the apathy in the cotton market, and the continued export of the pre- cious metals, which are quiteona par with the heavy arrivals of specie; nevertheless, prices of both goods and yarns are maintained with tolerable firmaess, and on the whole there is a fair export, and a good home trade de- mand in both tment. High winds, heavy rains, and a low temperature, have tended to retard fleld work ip this locaiity; but as the weather report from most parts of the country bas been. until with the last day or two, and is again tavorabie, the grain trade is of a restricted character, the more 0. Jess successful gathering of the crops inducing operators to wait the resuit before extending business. Some reac tion from the late heavy decline must, however, b- noticed, more applicable to the better qualities of wheat nd flour, which have advanced 3d, per 28. per barrel respectively, then as ® Rumors of disease in the potato fields have influenced a ndian corm, which has been taken 3s. per quarter higher currency. The improvement ‘in breadstuffs is a favorable feature, and it will give quite an impetus to the movements ot throughout the Western country. E. F. Satterthwaite’s London circular, of the 22d of Au. gust, ray! The continuous heavy rains for a week past, occurring just at the most critica! time for harvest, have produced a very dull state of the stock market, and bave aflected Ame. rican securities equally with our own. Buyers are hold- ing oft, and there are many parties anxious to realize, but chiefly in moderate amounts. Where sales are made they are generally at prices below those ruling at date of last vices trom New York. Gold continues to be taken for Continent as fast as it arrives; at the same time we are getting from thence considerable sums of silver, which goes to the Hast. It is probable that for some months to come India and China will absorb very large quantities of silver in exchange for silk and other pro. ducts, The London Globe of August 22, contains the following remarka on the money market»— The money market remains in a rather unsetied posi- tion, and the rates for accommodation fluctuate between 4a 4 percent. The Bank lirectors are not likely, it is thovght, to make any variation for the present in their terms, the state of the foreign exchanges, with the wea- ther, rendering it necessary that they should exercise caution. The maintenance of the present minimum is, we: fully expected, through the continuous purchases for Paris, showing that the pal portion ot ‘ne Aus tralian arrivals will still be forwarded to tne other site of the Channel. Almost the whole, if not the whole, of the total received by the Walmer Castle will be taken on French account, as there is no immediate appearance of a cessation of these operations. Une advantageous circum- nee connected with the present condition of financial atlairs ts the complete suspension of specalation, and the little proepect of any great further extension of jot stock enterprise. This luil has occurred just in time to prevent Any serious Consequences attaching to the mania which seemed to be growing some two or three months since, and which would have assumed an incenvenient form bad the bank directors again increased their rate of dis- count, Fortunately, the dowuward movement was ar- rested in time, and although the causes which bave tem- porarily checked the buoyancy which would otherwise bave been apparent, are discouraging, they may eventu- | ~ ed found ip ap indirect sense to bave proved bene- Geral. ‘The stock market wasa little more buoyant this morn- ing, and a [ittle more active. In the absence of any real cause, it must be attributed to the complexion of the forega news, It probably was as much that as any- thing. The advance in prices at the first board was pretty general. Missouri 6’s went up & per cent; Mlinois Cen- tral bonds, ‘; Erie Railroad, 4; Reading, *;; Miinois Centra! Ratiroad, ; Cleveland aad Toledo, 4; Panama, ‘;; Michigan Southern, ‘; Michigan Central, \; New York Central, 4. We should not be surpriged to see the arket lower to-morrow, and more than the !mprove- ment of to-day lost, In the absence of all speculation, there is no demand for the leading railroad stocks on the market. No one thinks of taking hold of the old high priced stocks for investment, ‘and there is, therefore, no eustaining power at work, and we do not see how it will be porsible, with a few more turns upon the money mar- ket, to prevent @ fall averaging full three per cent throngbout the list. Some of the low priced Western rait- road stocks may gradually work up against the current. Thore which have just come upon the market and rule at very reduced figures, must escape the general depression; but we can make no exception to the old, inflated, diseased roads, which are kept on the market, and sustained in market value by specu latora, There are pot more than three or tour railroads on the list which are ranging in prices below their real merits. When ® new railroad stock comes upon the Mock Exchange it invariably starts at, very low points, and those who bave foresight and shrewdness enough to take hold of \t at the earliest moment, have ever afterwards the advantage over those who come in ata later day. Notwithstanding this important fact, new railroad stocks do not at first attract public attention It is only the for- tunate few who secure such prizes. Either for specula. tion of permanent investment the new low priced rail road stoeke bold out great inducements, As investments, the large dividends make them highly productive, and in a lew years more than pay back the original outiey. If cutsiders would turn their attention more to this class of securities, they would realize fewer losses. They should leave the old, worn ont, inflated stocks to the profes sional speculator of Wal! street. Operators who are mot in the market every Cay, Where they can wateh ant take advantage of every change, should not (neolvs them aclyes in (hose stocks whieh are moved up aad down m the pleasure of cliques of speculators, without the least regard to the market value. ‘The§Goodyear India Rubber Glove Manufacturing Com- pany have declared a dividend of eight per cent, payabie on demand, ‘The steamship Africa, from this port for Liverpool to- day, carried out $680,949 17 in specie, ‘The Assistant Treasurer reports to-day as follows:— 13,461,786 71 The payments to-day include $18,000 on California drafts.
