By way of Callao we have recetved files of the Sydney Empire and Morning Herald, to the 18th of Sept., with Melbourne vews of 12th, On the 11th of September the report of the sele:t oont- mitiee on steam postal communication was adopted by the Legislative Council after some discussion. The re- port says that after careful investigation, and after hay- irg all the beet evidence it was possible for them to pro- oure, committee had arrived at the opinion: dirst, that the route which will sfford the most icane- diate, {be most certain, an’ thecheapest mode of commu- nication by steam, between Sydney and Great Britain, is Uhat by way of col 7, that the most raj communication with Great Britain would be affori by the establishment of a line of steamers by way of Hy myo 4 a oe line oak be oy i- u ¢ line by way ot gapore—the greatest amount of advantage prssible to be derived font steam communication with Europe vould be achieved. The committee recommended, under all the circumstances, that the privetple of the ‘bill which should be brought under the consideration of the Council should be to authorize the colonial government to enter into a con- tract for a monthly line of pos'al steamers between Syd- ney and Singapore only—and that for this a sum of £26,000 per annum, for five years » contd be placed at the disposal o1 the exejutive government to meet the expenses of such a contract. In 6 ayhees the question, the Postmaster General said: It bad lately come to hia knowledge, for instance, that some were favorable to an arrangement by which the line of communication woula be from Panama to Sydney, andfrom Singapore and Cape Leeuwin to Mel- bourne. He felt bound to state to the House that if it were found necessary or advisable to adopt the arrange- ment to which be had before refer: ly, a line tween Panama and Sydney, and between Singapore via elbourne—another bill would be necessary. ‘The commercial record of the Empire of the 15th Sep- tember, states that ‘a further rise in the price of four has en place, and at are #0 low that: arrivals will meet with immediate sales. Firsts are quoted at £86 per ton, seconds at £33, Mr. Breiliart reports: The rapid mapner in which the late importations of wheat and flour have moved off, havo induced a rise in the market. Wheat.s now sellicg for 14a per bushel.’’ On the 5th of September a vote to increase the Gover- nor-General’s salary £2,000 per annum was carried by & mejority of twenty-two to nine; in the Legislature of Sycney a vote ot £200 for the completion of the garrison garden aad cricket ground was lost by a vote of fifteen elective members sgainst thirteen, consisting of seven salatied government officers, five government nominees aud one elective member, and anotner vote of £630 was carried by fifteen government against fourteen elective members. GOLD CIRCULARS. Sypany, Sept. 17.—The great increase of gold dust in Victoria, aud the alteration in the exchaoge in Mel Loune, bas had the effect ot causing the price of gold dust to fall there. The convention is still in ression, and many projects of law have been brought forward by ihe deputies. Amongat them was one to suppress Freemasonry, and prevent lodges from being ha ; another proposed that the Je- suits sbould be expelled, and the same day s counter bin was intmouced to legalive their re-idence in the country. The most extraorduaary and important preposition me project of law introduced by Sr. Koes, to sell lands, The following is an abstract of the which 1s too long for our columns:— v law, The preamble states that, considering guano to be the chief source of revenue of the republic, and at the same time a terminable one, the nation had not de- rived the benefit theretrom to which it is entitled, whilst the present mode of sale was unruited and expen- tive. Considering at the same time the wants of the pation,’ namely, to er: ‘gration, educate the people and irrigate the sterile coast lands, and that the interest of the pa ve years will qual the principal, it is therefore desirable to realize the sale cf the guano in a more prompt manner, for the benefit of the national treasury. Considering further, that according to the best calculations the present amount cf guano is 12,070,152 tons, (Peruvian measure. ment), which may be reduced to, say, 11,670,162 tons by the time the sale was effected; lastly, that the net profit hes exceeded thirty doll &o. Be it decreed:— ‘That the guano on the Chincha Islands, say 11,670,152 tens, be sold at public auction, in nine monthy, ata price not jess than $50 per ton, equal to $350,104,560. The sule to take place under the management of a committee of officiais named in the bill. The :egulations of the sale are next stated. The nation docs not hold iteelf reaponst- ble for the smount of guano, and will allow no rec! ° tion for a deficiency nor seek it fora surplus. The law to be published in all languages, and circulated through the government representatives in Europe, Asis acd America, The meney to be paid cash, or at least one- fourth of the sum, the remaining thiee-fourths at short date. The money to be deposited in the Bank of Eng- Jand to the credit of the nation, and appropriated in cer- tain sums for the national good, &c., &e. ‘The foregoing, which is only a briet summary, contains the principal points ot the proposed meagure. {From the Panama Heraid, Deg. 8.) From the Panama Herald, Dec. 18.) A report was in clrculation on Saturday last that Walker had invaded Coste [ica, and that a requisition haa been made to the Engliah and French Consuls bere to eend up veasela of war for the Heys of protecting foreign property. Independent of the fact that there exista no means by which such intel to the gbove effect could reach here, it is of itself improbable-— first, because Walker is not ina position to leave Nica- ragua, having neither means nor 4 method of convey- ance to Punta Arenas, (the potut said to be invaded,) neither bas he the moat remote shadow of excuse for an invasion of Costa Rice—a country in the enjoyment of the most profound peace, avd not offering the least pre- tence for his interference. From Puget Sound we learn that the Indians are daily committing depredations on the whites, They have killed many of the settlers at Puget Sound, and declare a war of extermination against the white population, All of the inhabitants have taken up arms against the In- dians, and sent their families on board the schooner Sant , which was chartered for that purpose. There area e number of warriors of different tribes in the field, killing all the whites who fall in their way. It is expected that the next news from that quarter will ve ymportant. Ming, Jr., was the next witness examined— Tam clerk to the Board of Police Commissioners, and have been since January last; papers relating to charges against policemen are tiled with the clerk of the Common Counsil, according to law; complaints ara taken by me, but generally in the Chief's office; polisemen are not generally present, but are always notified when rebutting testimony is put; the Board usually sits twice a week; 4 full Beard has nearly always sat until the recent chacge ageinst Judge Stuart; there is never a decision made ex- cept by concurrence of the Board; the Mayor does not de- cide on cases himself; the defendant is entitled to cross examine rer person who makes au affidavit, and em- loy counsel; I never heat question asked ‘of an ap- ploy A; heard the quostion asked ‘of plicont in my presence, whether he was whig, de- mocrat or Know Nothing; the appointments’ are made by a full Board; some have been mado since Judge Stuart vacated his seat; I do not know how many clerks or detailed men are in the Chief's office; there never were any formal charges against Cap:. Maynard relative to the app intment of democrats aud Irishmen in the room of whigs and Americans; every applicant must have twenty-five sig- natures to his application, two-thirds of whom are citi- zens of hia own ward, and that he is of good moral cha- racter; questions relative to democrats have never come up in my presence, nor do I ask such either of the app icant or other ies} api nts, I under- stand, were made in the ofa , but I wes not present; we kept no private or public record of character; | have known cases to be two or three weeks undecided, the officer during the time; this is done toxgive him every opportunity for ex- paleve anything unexplained; the weekly calendar ws abyat elght or ten complaints; every case fa read over by all the Commissioners; the decisions are always given concurrently by the full Board; I am a confidential cleck there, of course a eae one, but your question would be better answered by one of the Coi a; the Re- corder gives bis full attention to the business, but if be is Fae ne oh part orien rea see @ case can be before the Mayor by consent of the accused, but he ey declines to try a case himeelt.
