Long before the hour of meeting the hall of the House of Representatives was filled to revietion by members, lebby members, and eager expectants for the spoils. Greeley is a false pro- phet. The black republicans not only failed to elect, but their favorite candidate—Mr. Campbell—is a used up man. He considers himself dead, ‘The friends of Campbell and Banks held a caucus to. night, and determined to continue balloting to-morrow without a change of progamme, and on Wednesday to concentrate on Banks. The is#ne is, then, to be strictly sectional. Banks is a member of the republican party, ond can carry that vote. Ho stands prominen’ with the Know Nothings North, and can unite them; and being a demoersat, he is sure of the Northern anti-Nebraska de- mocratic vote. These three interests combine: can poll one hundred and twenty votes, without the nid of a Southern man. On Wednesday you may expect an organization on this sectional basis, with Mr. Banka as Speaker. Such is the calculation of the party leaders to-night. Another caucus, composed of bard shells and national Americans, bas just adjourned, and reporta the impoast- bility of electing either Campbell or Banks. Mr. Buchanan says that Lord Clarendon and the British Cabinet are endeavoring to patch up a reply to our government's communication in reference to the violation of our neutrality Jawa by British agents, in order, if possible, not to wound our seasiiivencss, and at the same time to shield Mr. Crampton. Our government has formally acted on the memorial of Depmark, proporing a capitalization or » tax according to the value of the cargo in Meu of the present Scund dues, and rejected the proposition.
