The State officers control them. The Canal Board having more patronage to be- stow than ali other men as bodies, will find Seward whigs or black republicans distributed as thick as black- berries all along the canals. They embrace thousands. ‘Their places will be supplied with persons known to favor pesgeecreas principles of the State officers. Under the eenploy directly of the Secretary of State, Comptroller, ‘Treasurer, Surveyor and Engineer, there are hundreds of the blackest kind of cliques of the Seward stripe, whose time and means were employed, night and day, to elect ‘Whe black fusion ticket. They constitute s band of as ‘amecrupulous politicians as ever disgraced this eapital. Not a dictum was issued by Weed, Dut was literally obeyed. And now, forsooth, that the Americans have succeeded in electing the State ticket, wany of them are endeavoring to enter the councils, in exder to obtain certificates of fraternity with Sam, to be presented to Mr. Headley, Mr. Burroughs, Mr. Whallon, and others. Itisto be hoped such an intriguing form will not succeed, but that the State officers will discharge ‘aR the present rotten Seward devotees, and appoint ethers whose political integrity cannot be questioned. ‘The public offices at the capital need a thorough purg- img, and the people are expecting that the work will be promptly done on the first of January. ‘With respect to the Legislature, neither party can ac- eomplish any party object. In the Senate the black fu- ionists will have the most votes, but not sufficient to earry any proposition of their own. Tt is, therefore, rendered certain that if any bargain is made tor the officers of the two houses it will be between the democrats and Americans, The clerkships of the two houses are the most lucrative as well a3 the most pro- winent, and there is no reason to doubt that che Know Nothings will have one clerk and the democrats the other, ‘There will be any amount of figuring, financiering and bargaining for ihe speskership of the House. A very few of the members elect have ever been in the Legisla- ture, and the selection will, undoubtedly, be taken from fhe small number who have some experience and know- ledge of parhamentary proceedings. Some of the rabid democrats couteud that on account of having the largest mumber of members, though not a majority, they will select candidates from their exclasive ranks, and sustain them nolens voiens. Such a course would evidently delay ‘the organization of the flouse for many days. Bhe friends of the Prohibitory Liquor. aw claim suffi- clent strength in the Tegislature to prevent an uncoadi- tonal repeal of the law. Thoagh a majority may be in Savor of such repeal, still there is not the requisite two- thirds to override an executive veto, But an effurt will be made to amend it so as tv obviate some of the objec- fHons which certain profound legal gentiemen have urged against it. The search and seizure clause, the destruction section, mey be striken out, and foreign importations pla- eed upon the same footing with domestic productions, @ther modifications, relating to arrest and trial, will be attempted. The temperance leaders ae duplicity to both democrats and whigs and are now relying upon the Know Nothings for suppert, but they will b+ tound any- thing but a united purty in favor of & prohibitory law. the next Legislature will be called upon to repoal laws adopted by the last. The big and ‘little ‘illaing” here last winter paid no regard whatever to the imierests of tle State, and only adopted measures to en- hance party views and build up private fortunes. The statute: of last year are crowded with ensctments of wach charaeter, many of which will be erased the coming session. The profligate, reckless and exiravagont con- duct of the Sewardites is still very fresh in the ree sllec- ‘tion of the tax payers of the State, and there 1s no ques- tion but in the elec ion of members to the Legisluture aie matter has been deliberately canvassed by the tors. Onsmugeroy CHamuer or Commenck.—At the quarterly meeting of the Chamber of Commerce of Charleston, Oct. 29, 1855, the following preamble and resolutioas were mnanimeusly adopted:— Whereas, The Board of Naval officers, recently con- wened at Washington to pass upon the quaiiiications and efficiency of the officers of the navy, have placed ap on the retired or furloughed list, Lieut. J. N. Maffit, tached to the Coast Survoy, thereby depriving the bans ty of is services in an iimpoviant sphere of duty, which he has already achieved a high reputation for ability and success: "And whereas, it is iacumbent and proper that this Chamber, representing, as it does, the pace re interests of Charleston, which 50 greatly beneltted by the labors of Lieut Mutlit , give expression to their sense of the estimation in which Kes held, and of the detriment which his removal must occasion to the public service in which he has so istinguished himself; therefore, t the Charleston Chamber of Commerce it regret of the action of the Naval Boord, in retiring Lieut. J. N, Maffit from active service, and ean only attribute its action to a mistaken sense of duty on the part of its members, or to erroneous impres- sions of the ability and usefulness of Lieat. Mailit. Resolved, That Lieut. J. N. Maffit, by his long, active and arduous services on our coast, and in our harbor, re- walting in the discovery of an important avenue to the gommerce and navigation of our city, has entitled him to the regsrd.and gratitude of our community, while his personal qualities and deportment have made him friends fall with whem he bas been brought into personal or professional intercourse. Resolved, That we tender to Lieut. Maffit the assurance of our undiminisned confidence and respect, and indulge the hope that Congress will promptly restore him to tne profession in which he has already secured so distinguish- ed. a posision by bis attainments and services. The stock opened and closed at 53 per cent, but in the meantime moved up and down a half per cent. Nicaragua Transit was a little more ac tive than usual to-day, at little better prices. Reading opened at 9134, and closed at 90% per cent, without much activity. R., \(; Gaiena and Chicago, 33; Michigan Southern, ;. New York Cen- tral Railroad was offered at the close at 9034 per cent, being 134 per cent below the price current yesterday. The market is evidently relapsing into an inactive state, dure ing which we must look for a ateady, but gradual decline in prices. We may not have again, for some time, a panie, or a very rapid depreciation iv market valwes, bat the absence of any demand and the necessities of ho! ers will, when sales are made, be generally at lowe: cea, The recent inflation has brought in and filled up all the regular street bulls. There is not, aud has not been, an ovteide demand, The mercantile community has more than it can attend to comfortably, in providing for its legitimate business. There is among the merchants a scarcity of capital, and they haye not the means, if they had the dispo-ition, to enter the stock market as purchasers. At present prices shrewd capitaliete are more disposed to sell than to buy. The whole barden of sustuin- ing the stock market, therefore, vests upon Wall street and, before many days elapse it will be found too mach tocarry. The increase of stock by sma'} holders selling and the accumulation of interest upon time contracts, every day calls for more capital. The banks show a steady contraction, and very little aid can be depended upon from that source, We do not see how these insti- tutions can avoid the policy they are now pursuing. Nothing short of cutting down the discount line to a rouch greater extent, will guaranty the preservation of our present specie basis, Any attempt at expansion lew exchange up at once, and away goes our Dullion across the Atlantic. Contraction must be strictly, rigidly en- forced, to insure us egainst a foreign dvain, Fancy stocks mey, in the face of these facts, go up one, two and three per cent a day for a time, dut it does not, can- not alter the actual position of our tinances. The viola- tion of a principle in bankiog, or in anything else, is sure to bring its own retribution, Speculators may icflate the stock market in the face of a steady bank contrac tion, but the result is sure to be disastrous to every one engaged.
