Are they to ve found in the defective framing of the law or in the defective adiainistration of ite provi sions, or (a much more serious question, ) in the defective powers of the Legislature ? ‘That the act was intended by its authors—unless we ruppose them chargeable with the most absurd folly—to apply ax well to foreign as to domestic liquors, there can- not bea doubt. Of what avail would be the damming up of the comparatively harmless stream (not exactly a rivulet, I admit,) of Lome-made cider or bier, while the fery torrent of French brandy, Holland gin and Ja maica rum, to say nothing of some of the more ardent wines of Spain and Portugal, was left to course its way unobstructed, and even with augmented volume?
