“FINANCIAL AND COMMERCIAL. MONEY MARKET. Wepnespay, Sept. 5—6 P. M. The stock market is sustained by the upward move- ment in Erie. The balls in that stock have taken hold with a great deal of spirit. The transactions thia morning sum up forty-five hundred shares. The company have prepared a financial statement for the first nine months of the present fiscal year compared with last. We do not see anything in that statement calculated to strengthen confidence, or even to sus. tain confidence in the stock. Reading recovered to- day the whole of yesterday's decline. Cleveland and Toledo opeucd and closed heavy. There are no out- side buyers of the stock, and speculators have the burden of sustaining prices entirely on their own shoulders. The stock market must give way under the steadily contracting line of discounts. The banks must call in their stock loans. On a specie basis of about twelve million of dollars, loans amouating to more than one hundred million of dollars caunot be sus tained. The fluctuations in some of our Western railroad stocks show how their market value is maintained. Hundreds of thousands of dollars o them are hypothecated in Wal! street, and it will re quire but a slight stringency in the money market ‘to destroy ail margins and force them out for sale. ‘The good stocks, such as Galena and Chicago, Michi- gan Southern and Michigan Central, and Chicago Rock Island, would not be unfavorably affected times become pretty tight; but such stocks as Cleveland and Toledo, Cleveland and Pittsburg, and most of the Ohio railroad stocks, the intrinsic value of which ia so far below current rates, will fall rapid- ly back as soon as a more active demand for money springs up. That demand will soon be realized. We shall bave before the 1st of November such a bank contraction as will startle some of the largest holders of fancy ruilroad stocks. Erie may be carried up by the force of speculation several percent. Cleveland and ‘Toledo may, for a short time longer, be sustained in the neighborhood of its present market value, but nothing permauent, at anything like current rates, can be expected in either. Those best acquainted with the manner in which some of the Western rail- roads have Leen constructed, and the cost at which money has been raised to pay contractors and un- earned dividends, have taken care of themselves, by selling out their stock in entire companies, and left the burden for others to carry. ‘There is a certain family, having its headquarters in this city, known in the strect as the “railroad family.” They have all grown rich in railroading, and are said to be the holders at this time of a very large amount of railroad stocks. They are exceed- ingly shrewd men, and play into each others hands upon all occasions, and are probably better posted at this day on the real merits of the Western roads than any other set of men in the country. Now, we venture to say that, with the exception of the Solitary member who is compelled by the bylaws of the company to be an owner of a certain amount of the stock, in order to hold his office as treasurer, the family are not the holders—except upon hypo- thecation—of Cleveland and Toledo Railroad stock or bonds, at this day, to the amount of one dollar. Doubtless they have been more or less interested in times past; but to suppose that they hold on now, when they can realize at the current high prices, ‘would be to suppose them what they are very far from being—fools. At the same time it is well known that these gentlemen hold such stocks as Michigan Southern, Galena and Chicago, &c., by the hundreds of thousands of dollars. They have made their mioney in the construction of Western rail- roads, and they have invested it in those earning the beat dividends. At the second board there was not much change in prices. Reading advanced 4 per cent; Pennsyl- vania Coal Company, 4. Erie Railroad fell off } per cent. It is utterly out of the question to s(@ain an advance in any railroad stock the dividends of which are not beyond all question, and the rate equal to at least five per cent semi-annual. Smal dividends on ruilroad stocks are not satisfactory. ‘The risk in holding such securities, the danger 0” heavy losses by collision and accidents similar to that on the Camden and Amboy road, the probabili ties which at all times exist that competition in some shape will appear, make this class of stocks unprofitable investments at anything below per cent per annum, and none of them should rule at par, even with carnings that will justify auch divi- dends, The steamahip Pacific, from this port for Liver- pool to-day, carried out $363,709 in specie. The Hermann, on Saturday, will take out a much larger sum. . A. H. Nicolay’s regular semi-weekly auction sale of stocks and bonds will take place to-morrow, (Thureday,) at 124 o'clock, at the Merchants’ Ex- change. The directors of the Pennsylvania Fire Insurance ‘Company of this city have declared a dividend of ten dollars per share, payable on end after the 13th inst. By the official report of the Galena and Chicago Railroad Company of May 1, 1855, it appears that ‘the total cost of the road when completed, will be but litte more than seven millions of dollars, as fol- lows :— Total amount already expended. $5, 866,362 06 Estimated expenditures....... 1,076,000 00 Total. . se eeeeeeeeeeeneee «87,241,362 06 As every iene of the contemplated expenditares is carefully and minutely detailed by the engineers, and a literal allowance made for cost, we see no rea- sou why the total will not be limited to the figure nawed. When this is accomplished we shall expect to see this company declare its construction account closed. We are anxious to see one company set an example to the world of a finislfed railroad. The Galena and Chicago can afford to do it if any road can, and from the character of the men who have it in charge—judging them by their acts thus far—we confidently believe it is their determinatign to do so. We can but admire and commend the fuirness with which the accounts of this company are adjnsted, and the perfect clearness with which its affairs are lsid before the public. Its statements are plain and clear, because they are fair and honest. There is no occasion for shafMfling or concealment, or doctoring by charging to one account what belongs to another. There is no loophole in their estimates for farther increase of stock—no buncomb predic- tions of prospective connections. The company is ot in the market as borrowers of money, and can therefore afford to let their actual earnings be known, Their estimates have invariably been far below the receipts. When the company are compelled to make a large? expenditure for “renewal of track,” it is charged, not to construction account, but to jacome acconnt. It is the dividend pocket they resort to on occasions like these, and not the everissting con- struction account. This is one of the very stocks on the market which are selling elon intrinsic value. It paid seventeen per cent dividends last year. With a “capital of only $7,260,000, an overplus of $428,844, and an incease from earningsr of $3,000,000, which will, without doubt, be realized during the present fiscal year, they can pay twenty- five per cent this year with perfect ease. The stock of this company is now selling at 111 a 1114 per cent, and is cheaper at 300 than Cleveland and Toledo is at 560 percent. It is astonishing that a Sane man can be found to pay 86 a 864 percent for Cleveland and Toledo, when Galena and Chicago can be bought for anything under 200 per cent. By the recent report of the coal business at Bos- ton, it appears that another of the projects for re- ducing the price is exploded. The duties, which a year since absorbed the entire attention of the dem- agogue, and not only filled the minds of consumers with “ glorious prospects,” ‘but frightened the producers from the extension of their works, have “gone to the Capulets” with their illustrious prede- cessors. They have been rescinded, or included in the reciprocity treaty, and the result is a decrease in the importation. Like the Parker Vein, and sundry other veins of the “same sort,” the proprietors have discovered that the expenses are rather ahead of the existing prices, and therefore have prudently resolv- ed to leave the coal in the ground. But, as the Scotchman says, “The fule takes nae warnin’ frae the fule afore him,” and, without permitting our reason to act, we rush at the “new conceptions,” and gererally contemplate at Icisure the folly of our judgment. Since the commencement of the coal business every new region, according to the reports of the parties interested, would drive the Schuylkill from the Eastern market. But what is the result ? Thus it appears the amount from Philadelphia is 222,884 tons, or about 30 per cent greater than from all the districts in the country, and as the shipments are chiefly by the Reading Railroad, we may as well throw aside our prejudices, and after looking at the facts, determine the sources from which the supply is to be had. On the Reading Railroad the distance from the mines to the landing is but 93 miles, with a descend- ing grade of from 22 feet to the mile toa level. On the opposing routes the distance is from 138 to 215 miles, with grades varying from 22 to 116 feet to the mile. On the Reading one engine can take down as Many tons as two and a-half engines can carry back to the place of starting. This fact, with another of a more astounding character—that the entire charges against coal, during the year 1854, was but 59-30. cents per ton—places the truth in an intelligent shape; and if we contrast the distance (the fact that the cost on the upward train is equal to $1 48 per ton,) with the other routes, we will discover that the dig ging and carrying will be more than we get for the article. The Reading, therefore, having the loca- tion, the fixtures and appurtenances, with the expe- rience and a capacity to reach the demand of the market, is without a rival; and when we talk of cheap coal, we must seek it only from the reduction of freights on the Reading. A committee of the St. Louis Chamber of Com- merce, after a thorough investigation of the ac- counts of the Ohio and Mississippi Railroad, and of the character of Page & Bacon's claim against that company, have reported in favor of the latter. The-committee were Messrs. James E. Yeatmaff, George Pastridge, Unit Raisin, John 8. McCune John Leach und John Hogan, all prominent citi zens of St. Louis. In relation to the report the St Louis Intelligencer remarks:— ‘ihe report isa complete aud triumphant vindication of the house of Page & Bacon from the axpersions that have been heaped on it, in connection with the Ohio and Mississippi Railroad. The committee give a full history of the affairs of that road from its organization—they quote the contract, the several modifications of it, the engincer’s reports and estimates, and declare that they have made perso nal examination < every voucher for ery special item of expenditure, from the beginuing o| the roa down to the dave of tbeir labors, includings 6f course, the amounts charged and provided for in the celebrated note to tage & Bacon, of Jone last, for $1,161,- 00. And after examining every paper and every voucher, the committee unanimously report that they find the accounts all just and true, and correct as charged. The committee show that the Ohio and Mississip pi Railroad has cost (up to July 31) about $5,500,000. They show that the original estimates were for under $3,000,000, But they show how the ‘“con- sulting engineer” was the autocrat of the contract, and that under the head of “extra work,” according to the construction put upon the contract by that engineer, about $1,900,000 was paid to the contrac- tors beyoud the stipulated contract price! The con- tractors were bat bonght off, at a large price, and the road completed by the company. Jn addition, it was shown by the committee that several miles more of railroad were actually built by the Soeapeny than were estimated tor in the orginal contract. Tidus fact run up the grand total of cost by hundreds of thousands of dollars. The charge of “fraud” in the making up of Page & Bacon's account, was thoroughly disproved.
