Don Francisco Hernandez, a native of this island, es- tablished at Baracao, and at present residing in this pears before your Honor, and in dus form of daw says:—That in the month of October last Mr. Joho H, Felix presented himself at Baracoa with @ pa st & verbal recommendation from my brother; Hlias Hernandez, that I should protect and assist #aid person 60 recommended in the project he had of in- lucing arms, and of promoting an insurrection in that istrict against the Spanish dominion, of which plan and ‘voyage my aforesaid brother had given me no advice, di- nor indirectly, as all appears in the proceedings are now prosecuting betore the permanent Mili- 4 against the above mentioned Felix, Extrampes, and others, ‘The necessity in which 1 was laced by that step of my brother, of giving seasonable nformation thereof to the constituted authorities, added tothe measures which they would inevitably brought me to this capital; and although h ‘tives of suspicion or doubt as regards m: peedily removed, and I remained at perfect liberty, still the in- eyitable compromises 1p a political cause as the one in question, induced me, from the dictates of personal safety, to remain in the Castle of the Cabana, where I continue resjding, as an asylum from revengeful feelings, or to avoid a compromise. STATEMENT OF THE SCHOOL OFFICERS OF THE WARD, To Tas Pustic:—The undersigned school officers of the Seventh ward, agreeably to notice previous!y given, have fully investigated the charge made be- fore the Mayor’s clerk, by Mr. Michsel Doran, against Mr. Anderson, principal of Ward School 31, sparing no pains to get at the facts as they existed, to which we herein briefly refer. The boy Doran was called up for punishment, for having rudely and maliciously pushed aside and grossly insulted his teacher, by using vulgar, prefane and threatening language, in the presence of his classmates’ and others, because bis teacher had reported him to the principal for previously striking another boy, and ond declaring that he would not &° to the priaci- pal for correction, as directed; and wien asked to extend his hand for correction he peremptorily re- fused to do so; and when the principal had urged the necessity of complying, and was about to insist upon the an watruggle emsued, the boy dodging under @ deek, receiving @ few stripes froma thin rattan (and from nothing else), which neither touched his “‘ head nor epite.” During the following two days the boy was missing from school, whea on the third pany mother returned with him, sta ting that he had been playing, truant, &c, The ncipal declined reinstating him at that time, wing concluded to report his case to the Board. The mother then and there learned, for the first time, that the boy had been whipped at all, and she then, with the boy, lett the school. Nothing more was heard about the matter until some two weeks afterwards, when it was reported that the fa- ther was ‘determined to have satisfaction ;’ and the following day he appeared before the Mayor's clerk, making his statement which next day appeared in the public papers, which statement waa su pposed to coms from the Mayor's book, but whi:h never bas apy on said book to thisday, aad which the Mayor disclaimed knowing anythiag about, until he read it in the morning papers. The committee, on the night of notification, repaired to the house of Mr. Doran, and saw the boy and pa- rents, when the latter informed them that they ware sorry the case had been made public, and further, that had they known that their boy had used such language, &c., to his teacher, they would have chas- tised him themselves and exonerated Mr. Anderson from uy his rule; nor would they have made any, complaint on their own account, and that — they had been advised to do so by others. FINANCIAL AND COMMERCIAL. MONEY MARKET. | Sarunpay, March 10—6 P.M. | There was a more buoyant feeling in tho stock market this morning than we bave noticea for some days. The upward movement in State stocks and Reading Railroad stock continues with undi minished vigor. With transactions to an unusual ex tent the market closed firm at our quotations. At | the first board Indiana 6’s advanced 2) per cent; Louisiana 6’, 1; Illinois Centra! Bonds, {; Nica ragua Transit, { per cent; Harlem, 4; Reading Railroad, 14. After the board, Reading Ratiroad sold at 83 per cent, cash, and’was in active de- mand at that price. All the other railroad stocks Cumberland appears to be settling down under tie dividend question. Nicaragua Transit sold more freely to-day, at an advance. The change made by this company in its charges for passage to and from California, will be of great advantage, and give a great impetus to travel. It can run so much cheaper than the other line that it can make money while the other is not paying expenses. At the second board the market was firm and ac- tive. The advance of the morning was fully sns- tained. Louisiana 6’s improved 14 per cent; Illi- nois Central bonds, 3; Erie Railroad, 4; Harlem }. [Reading Railroad opened at the second board at 82h, an advance of 1 per cent on the closing price of the first board, and closed at 81{, cash. The bu- sinesa of the Reading road for the month of March last yeer, commenced with 28,300 tons per week. By the lst of August engines and cars had been supplied in sufficient number and power to | transport 54,000 tons per week. The basiness for the month of March of the present year, commenced with 40,300 tons per week; and aa the road can now take 54,000 tons per week, if offered, it is evi- dent that the company can be prepared, by the first | of August next, to transport 70,000 tons per week. ‘The transactions at the Assistant Treasurer's of- fice today, were a3 follow: | Cubebs , | Wh. oil.gal 1 | Pork, bbla. The Schuylkill Navigation Company haa pub- | lished Ita list of charges for the use of cars and | for toll on anthracite coal from the opening of the canal to the let of July. There is a corresponding advance on the chargesof leat year from Mount Carbon, Schuylkill Haven and Port Clinton. The chargeis on the ton weight of 2,240 Ibs., lesa five per cent allowance for wastage. The tonnage on the Reading Railroad for the week ending on Thuredsy last, reached the very large } amount of 40,382 tons, some twelve thousand tons more than the tonnage of the previous week—mak- ing tonnage of the year 334,562 tons, against 98,597 tons to the same time last year. Those acquainted with the productive capacity of the mining region and the working facilities of the road predict a very large and more than usually profitable reason’s business.
