The British Steamship Alps. ‘The penslty on the British steamship Alps, bonded for 975,000 on a charge of ggling, and subsequently do- elared forfeited to the United States by a decition of Ingersoll, has been remitted by the government at Washington, on the payment of the costs. The Pacific. It will be recollected that the steward of the Pacific was Sound guilty of smuggling watches, &c., at the last term ef the United States Circuit Court. The captain of the vessel is, by the ute, also liable for the act of his officers; but the government at Washington hava ia this ease remitted the fine? to which Captain Nye was liable, for the smuggling by his steward. The Case of the Young Ci \e ARREST OF CARNOBELI, AND PROCREDINGS AGAINST THS SPANISH CONSUL. The United States Marshal has arrested Cristoval Carnobe}i al Carnoveli, at the suit of Francisco Ejias Hernandez, by his next friend, on a charge of as- sgult and battery and false tmprisonment, arisivg out of the late attempt to forcibly carry away the plaintiff on board the Empire City. Proceedings have been com- menced against Francis Stoughton, the Spanish Consul at this port, for the same offence; but under the treaty he is not amenable to process for arrest. Damages are Jaid at $10,000. Carnobeli was taken before Judge Betts, whe held him to bail in the sum of $2,000; but not being provided with sureties at the clo of the Marshal's effice, he still remains in custody. te i ‘United States Commissioner's Court. Most of the gold dust received by the North Star will be made into bart. This looks like preparations for an active shipment of bullion. The stemship Union, from this port for Southamp‘on and Havre to-morrow (Satarday), will take out abont $150,000 in specie, and the Cunard steamer from Boston, on Wednesday next, will probably take out upwards of $500,000 in specie. Such is the belief at present. The stecmsbip Atlantic, at this port from Liver- pool, with dates seven days later, foes not bring anything in @ Soancial or commercial view of mach importance. The Erie and Northeast Railroad Company have deemed it inex pedient to declare its usual eemi-anau- al dividend, cwiag to the incrsased ex:enditures on the road, occasioned by the troubles at Erie, Penn., Inet winter. The remova! of D. B. St. John, the Bgnk Saper- intendent, is forced upon the Governor by the pow- erful voive of public opision. The events which have occurred in this State during the past year, growing out of gross neglect of duty on the part of the Buperinteadent, are alone sufficient to jastify his removal; but there are acts of commission, as well as of omission, enough to sink him into the lower: depths of official degradation. There bave been within the past twelve months more swindling banks organized and operated in this city and State than we have ever known before ia the sams length of time, every one of which has rua iis race, and exploded, without any interference on the part of the Superintendent, St.John. He has not in tho fireat instance exercised his powers of supervision, and the firsthe has heard of any bank failure has been through the proas of this city. He hasnot even taken notice of the notes of alarm sounded st diff-rent times, and stepped forward to protect the commanity against the swindlers who were so fearlesily preying upon them. It appears to be his policy to let the banks have their own way, and ho is therefore popular among them. This accounts for the anxiety cn tbe pert of the banks to have him re-appointed. We understand that the banks are unanimous in his favor, and that the Governor has been flooded with letters from bank presidents and cashiers against Mr. St. John’s removal. Tais fact alone should have great weight with the Governor in his dec'sion. Tne Superintendent of the Banking D»partment of this State should hold a conservative position between the people and the banking interest. It is hia du'y to administer the affairs of his office mora fur the protection of the public than for the accommodation and benefit of individuals or incorporated banks ; Mr. St John has been in Cffice four years, and it is time some change was made, if for no other purpose than to bring abouta thorough investigation and cleansing of the dapart- ment. All these stocks stani in his name, or are payable to the bearer, makiog them easily nego- tiabie. The trust is too great, and such checke as the Jaw provides should be exercised. The annexed atetement exhibits the assets of the Knickerbocker Savings Institution, which came into the possession of the United States Trust Com. peny, a8 receiver. The loss to depositors is likely to be large. It will be seen that a deficiensy of $55,000 exists, in the event of the fall value of the assests being realized. The loans to individuals, secured by stock collaterals, wiil turnout bad. The receiver tays there will be a large loss on that item. 0% the deposita in the Knickerbocker Bank, probably threa- fourtha, at least, will be loat. Nearly one-half of the amount fs dieputed.
